Motivation

In planning an import of items related to Indian census reports, I have come to realize that the way I've been separating different census codes using P3213 is becoming somewhat awkward, first in having to qualify in each instance the date the code applies to, then in setting up the regex used to verify that codes are legitimate, and then simply due to there being two different schemes (the Permanent Location Code Number (PLCN) scheme from 2001 and the Metadata and Data Standards (MDDS) scheme from 2011) used for the two different years being conflated in a single property. I thus would like to separate P3213 into two properties, one for each code scheme. This new property is intended for use with 2011 codes, and I would like to rename P3213 "Indian census area code (2001)"1, not just due to the differing scheme but also per the examples initially given by AbdealiJK2 when he proposed P3213. There is already a precedent for differing census schemes having different properties by virtue of the existence of Australian Statistical Geography 2011 ID (P4014) and Australian Statistical Geography 2016 ID (P4093) for Australia and OKATO ID (P721) and OKTMO ID (P764) for Russia. 1 PLCN codes are given alongside MDDS codes in most, if not all, of the 2011 census reports for ease of comparison between the censuses.

2 I have not been able to reach AbdealiJK even on Facebook to ask for his opinions on such a measure; @John Vandenberg: do you know of any ways to get in touch with him?
