They aren't looking for her. When Clint crashes the quinjet in the field beside her yard, she allows them to stay in her house, no one recognizes her. No one, until Winter walks through the door, and sees a girl that he valued like a sister come up the stairs to greet him and his new team. (This is set in a time and place where the Sokovia accords don't exist and Tony understood that Winter was not to blame for his parents death)

The mission was simple. Go out in Queens and pretend to be a hero in a spandex suit and try to catch the eye of the Avengers. When they trust you, take them down from within. What Peter never expected, was to see the one who had been portrayed as a villain all his life to start looking more and more as a father to him. Bucky used a pistol he took from the Avengers tower, and Tony had his suit. Within the first five minutes, we had disposed of dozens of hydra agents.
