Two young twins, age fifteen, walked in front of the gates to UA, and entered, merging with the crowd of other boys and girls, each with the same goal: Enter the hero course.
One of the two boys had pale blue, curly hair, and large scratches all over his scarred face. The other had pitch black hair, which was styled the same as his brother, with freckles covering his cheeks.
The teen with blue hair had a relatively powerful quirk, being decay, which did as the name suggests whenever he touched a surface with five of his fingers. His brother had a similar quirk, called sever, which allowed him to fully slice through anything in direct contact to the surface his five fingers touched, as long as it was in his sight.
"What do you think, brother? Is this really the right choice?" Tomura Shigaraki asked, in his raspy voice, as they walked into the auditorium.
Ikari Shigaraki's eyes narrowed, "Too long have we waited in the shadows. This is the best road to take on the path to ensure that the world remembers our names forever..."
...
"This year is full of an array of promising students, it seems," The principal of UA High-school, stated, as he sat in his chair watching the entrance exam take place on the screens in front of him.
Behind him, one of the heroes, a quiet and stealthy pro known as Eraserhead, peered at the cameras closely, noticing two boys who were eerily similar to one another. One of the boys seemed to make the robots disintegrate with ease, while the other appeared to cut them clean in half effortlessly, both of which with the single touch of their hands.
"Nezu," He spoke to the Chimera, "Would you mind if I have a closer to look to a few of the contestants?"
The principal laughed in delight, "You? It's not often anyone piques your interest," He lifted his hand and motioned for the black haired man to step forth.
Doing so, he grasped a computer mouse on the console in front of them and dragged it on top of the first of the two boys. Clicking on the spot, a window with the examiner identification card opened up onto the screen being accessed. It displayed a pale, blue haired boy, sporting a serious look on his tattered face, with the name "Tenko Fujii". Normally, the student's application would hold all of their schooling information. However, all his account said was "Homeschooled", which was definitely odd.
Looking next at the quirk info, all he saw was the word "decay". It at least explained somewhat why he was able to destroy the robots. It looked to be a quirk with a considerable amount of power behind it, and if Eraserhead was being honest, the kid's face matched the assumed effect of his quirk.
Just a bit unnerving.
Breaking him away from his thoughts, Nezu spoke aloud, "This new identification technology was really a good investment. Yes, putting trackers on their examinee cards may have been one the best ideas this school has implemented,"
"It certainly is convenient," The curious hero muttered.
"Indeed. Did you find all that you were looking for?"
"Not quite. There's one more student I'd like to look up," He said, clicking the "X" on the top left corner of the page, and turning to the screen which he'd seen the other boy on. Moving the mouse across the multiple monitors, he then clicked the second of the two, seeing multiple bits of information that left him both surprised, and dissatisfied.
The 15 year old kid, labeled "Izuku Fujii", was similar to his apparent brother, Tenko, in more ways than one. Their hair, despite the difference in color, had the same thick curls. They also had the same eyes, both in expression, and in looks. Both had piercing, blood red orbs, speaking only of rage and anger. They even had quirks that were relatively similar, both giving them the ability to destroy whatever they came into contact with. The info he'd been able to acquire about this "sever" quirk was anything beyond what he'd seen on the camera, but it was far enough to know it did significant damage.
One of the only differences, was that this "Izuku" had a small grin on his face. It wasn't necessarily evil, per-say, but there was intent behind it, and just like his brother, when coupled with such a deadly and destructive quirk, questions would be raised.
"Do we have a live feed of the scores?" He asked Nezu, wanting to confirm that those boys were as talented as he'd professed to himself.
"I don't believe we do, Aizawa, although I'm not quite sure why..." Nezu said, realizing that having such a feature would prove most beneficial in the future.
"Sigh I guess that means we have to wait," He stated, unhappily.
...
"Surely this can't be legal, right?!" Ikari spoke to himself, looking up at the monstrous robot towering above him, "This is a high school entrance exam! People are gonna die!!"
'Not that I care,' He continued silently, 'But that's impressive for a hero school,'
Other kids in the middle of the city near him all began to race away as fast as they could, prioritizing their life. Ikari, on the other hand, stayed, but for less than noble reasons.
As all of the other students departed, he heard someone screaming for help. Again, the life of a random girl he'd never met wasn't his priority to care about, but there was a big robot in front of him. If he wanted to ensure that he got into the school, even if he was fairly certain he'd done better than the majority of the examinees, destroying the "big scary robot" would put him in a good light.
As he stepped toward the towering beast, he looked to right to see the screaming girl in question stuck under a pile of rubble. Paying her no heed, he placed his hand on the ground, and looked straight at the machine, imagining a single slice that would take it out cleanly, without endangering himself.
Almost instantaneously, a downward slash in the direction behind the robot cut through its body, generating a sizeable explosion, and causing the top half to slide off in a safe direction. The wheels also stopped moving, meaning the robot was fully incapacitated.
Ikari snickered to himself, noting the lack effort he needed to slay such a giant creation, and began walking away, back to the entrance of the city. Right as he started, an old lady in a hero outfit, who he recognized as recovery girl due to his extensive research, walked up to him with a shocked face. Not wanting to waste time speaking to her for an unnecessarily long time, he pointed his thumb behind him at the pile of rubble, and kept walking.
"There's a girl stuck under there. I'd appreciate if you got her out from the under there," He said to her, almost indifferently.
Recovery Girl motioned to speak, but after a taking a longer look, she recalled that he was one of the kids that her colleague, Aizawa, had inspected further. He had the same, angry eyes that were visible in the photo, so she decided it was best to let him alone.

5 Minutes Prior
Tomura Shigaraki wasn't exactly having trouble with his exam. The robots were large and fairly slow and clunky, so getting a good hold and them to use his decay was easy. It also helped that he didn't have anyone to compete with, since people had steered clear of him due to his rather unsightly appearance. It wasn't that his face was naturally unattractive, but that his extreme scratching had caused scars that made him look a bit scarier than your normal individual.
Although he wasn't too worried about it, since it was never a large factor of his life, he did have what was considered a "villainous" quirk, as the stereotypes went. Unfortunately, the ability to make things disintegrate upon touch was seen as an evil ability by the other students; one that would only be used by a future villain.
...It's not like they were exactly wrong in this case, but in general, that was the sentiment.
At least in Japan, there was a very clear hierarchy instilled into society. At the very bottom, were those with villainous quirks, the strongest being the most hated, and the weakest the least. They, as children, were all seen as people seen by society to be destined to become villains, especially if you had a quirk that packed a punch. Next in the line up came the quirkless. They were also left out of society in most cases, but at least they could "rest easy", in a sense, knowing that people wouldn't consider them criminals for something they were born with. After that, it was fairly standard, with people generally being higher up in society, depending on the strength of their quirk, considering it was "heroic".
What Tomura Shigaraki found rather interesting, as he engaged in his nearly aimless destruction of the robots, was that there was one person who hadn't left the area, and looked to be capitalizing on the easy access to the robots as well. He was a blonde haired boy who was letting off large explosions from his hands. He was either extremely determined, or extremely angry, as his face was showing, and if the pale skinned boy was being honest, it may have very well been both.
He stood in one place, which was luckily void of any robots nearby, and found himself watching the boy as he gracefully blew up the adversarial contraptions. After a small while, the boy met his own eyes as he had a small moment to rest, and gave a small head nod. Tomura returned it, noting that he felt a small kinship with this blonde teen that he'd never met before. Without realizing it, they both began to walk to one another, eventually meeting face to in the middle of the small clearing they were in.
"You're just like me, aren't you?" The blonde said, narrowing his eyes, but more in curiosity than in any threatening manner.
"Like you...?" Tomura questioned, not understanding what he meant by such a statement.
"Your quirk. It disintegrates things, right? Upon touch?"
"Yeah? What of it?"
The boy raised an eyebrow surprised that Tomura was unaware of what he was implying, "It's a villainous power, is it not? At least, villainous according to others,"
The villain in disguise immediately understood, and gave a nod, whilst recalling the moment he unlocked the quirk, "You could say that,"
"Then I'd also say you're walking on thin ice at this place, same as me. This place eats up people like us,"
Tomura stuck his fist out, "How about we team up? At least for the rest of the exam?"
"I think I'd like that," The blonde replied, returning the fist bump.
As soon as he said that, the two felt a large rumbling coming from under their feet. They looked all around themselves, until Tomura spotted a figure looming over one of the buildings which was barely visible, but definitely the source of the quaking.
"What the hell was that?!!" His new companion yelled, still confused.
Tomura pointed out the top of the massive robot, "That thing, most likely. Wanna check it out?"
Many, many examinees began running towards and past them, headed to the entrance, just to escape from a grizzly fate. Each one was terrified, which was a trait that the two boys couldn't relate to.
In response, the boy smiled, and his hands began to spark wildly, "Sounds like fun. I haven't been able to let off all of my steam yet," He quickly stretched his arms above his head, "By the way, the name's Katsuki Bakugo. Yours?"
"Tenko Fujii,"
"It was nice to meet you, man," He said, right as the towering 0 pointer rolled into full visibility. Looking up at it, he gave one more confident, and toothy smile, "Let's fucking take this thing down!"
