All of the sounds of Night Vale community radio are part of Cecil's voice, including the background music that plays during the news report, sound effects, and the weather. Unlike his speaking voice, he makes the other sounds unconsciously, and doesn't take notice of them. After he says, "And now, the weather," he just opens his mouth and the music comes out.
