For the life of me I cannot find their terms of use but it seems that for the smaller "lower quality" images you do not have to pay but there is the option to pay if you want the best quality uploaded to that site. The charge, compared to other sites is minimal considering the quality of some of the images you can download.
Again, like with everything else check the website to double check. This is a guide and sometimes websites change their terms of service.
