Everyone knew of the Mirishials,  everyone who lived in both the civilized and uncivilized zones knew them to be the superpower, who was prosperous, an strong and advanced army, the pinnacle of magical technology, all this without any external help , they were so advanced, the people often referred them as the center of the world, and hence, the continent in which it resided is called the central world Aka 'First civilization zones' 
HME had many advantages including, but not limited to,
1)  most advanced magical technology development  & production
2) an strong centralized government which ensures the stability of the empire and serves as an model for others
3) superior and world class education system, 
4) most advanced and largest military , 
With all these world class advantages taken into account,  when compared to civilized nations and even some superpowers, Mirishial's national power exceeded them by an lot,  and had an very proffessional army, with droves of excavation sites of the previous Sorcerous empire, with filled with mounds of their technology, including several weapons, the HME would excavate several of them, and try to reverse engineer them, yet they reproduced the exact copy, not understanding the core concepts and principles behind it, which was an fatal flaw . (imagine the technological level of WW2 France)
Back in the imperial capital an few officials discussed one pressing matter
"I can't believe it...... Parlpadia was the superpower of the third civilization, for them to be not only defeated, but partitioned, and occupied, that too, to  medium sized island nations, in the barbarian zones," said the foreign affairs minister
"our fleet can easily blow through whatever Parlpadia threw at us,  considering their technological advancement, it should be higher than any other nearby nation, for such technology to be possessed by outsiders, this 'central powers' is an pressing matter now" said the minister

"Arneus, I get that your agency would seek out to gather information, you do know we are the most powerful superpower in this world, for us to merely seek relations to an clump of nations that form an ragtag alliance, mind you they are outside the zones, and doesn't even have superpower status! "
"Sir, for all intents and purposes, the central powers as an whole is the superpower in the third civilization, despite the fact only 2 out of 4 of their members fought Parlpadia, they won and devastated Parlpadia, the other two are believed to be the same level of advancement, as files gathered by our agents,  we must invite them to the 11 nation conference, under the guise of helping them to participate, we can sneak an delegation or two for opening talks with them" said Arneus
