If it had been reported, then perhaps some of the trauma Steph suffered would have been dealt with better and not swept under the rug by her adoptive (unknowing) mother and father when she went home without her baby.
Once Charlotte Elouise Lewis had gotten discharged from the Chicago Midwife Centre, Jackson had whisked her off to live with him. Steph visited every weekend with her sister Erin, sometimes even Justin would tag along. It left Hank to rethink his actions, he regretted not killing the son of a bitch the moment he figured what was going on; however if he had murdered the young man then Stephanie's daughter would have been claimed by DCFS the moment they had attempted to leave the hospital.
Charlotte lived alone with Jackson until she was five when her father started dating another blonde woman named Ellie. Ellie Simons was twenty eight at the time, only a year younger that her boyfriend. She had been informed of the history between Jackson and Steph and was assured by the both of them that it was ancient history. Truth be told it scared her off for a few weeks before she found herself back in his house with that family. Jackson had changed, of course it didn't make up for any of his actions that he had already done or anything he had put anyone involved mentally through, but it was a start and both Steph and Ellie could see that.
Stephanie and Eleanor became close friends very quickly, the stepmother always made it clear to Charlotte that she wasn't her blood mother although it didn't change the way the young girl perceived her. Charlotte just had a complicated family alike the most part of the rest of the country, except her family only filled with love and no more hate and harm.

Third person pov: present day.
"Charli!" Stephanie screams enthusiastically as her seven year old daughter runs out of the front door as soon as it opened, "I missed you, sweetheart." Swinging the girl around, she eventually picks the little girl up before holding her on her hip.
"I missed you more, momma." She squeals as Jackson and Ellie appear through the doorway, both of them with their shoes and coats on ready to leave the house along with Steph.
"Not possible, baby." Steph whispers back, leaning backwards and forwards in a linear pattered causing the girl to laugh with her mother as they start to walk away.
"How's she been?" Stephanie asks Jackson, seriously. Charlotte is now walking beside Ellie who had recently dyed her hair light pink— it was a bold move but really suited her. When the man starts to stumble over his word, she shakes her head, rolling her eyes at his sudden incompetence, "El-bells?"
"Worried about you mostly, I think your cast had her scared for a little while." Ellie smiles wandering down the sidewalk beside her stepdaughter. Charli walks in between her two mothers, her hands holding one of each of theirs.
"I wasn't scared." The girl replies, a cheesy grin over her face. She is too young to notice the severity of the situation, and that sat perfectly fine with the three parents— there was no need for Charli to know anything of what her mom went through just yet.
"Of course you weren't, hon."
The four make it over to Antonio's home, his front door still painted that horrendous, shiny red colour. Steph grimaces at the brightness, "You can tell he's a divorced dad before you even enter the house." She jokes earning a snort from Eleanore as the firefighter knocks her fist against the varnished door.
As the door finally creeks open, Antonio Dawson stands in the middle of his hallway with a tired look written all over his face. It was his weekend with his kids today. He had wanted to meet Steph's daughter ever since the first time finding out about her, the two best friends had agreed that Eva and Diego would definitely get on with her due to the three of them being around the same age (more or less).
