Captain Susanoo of the Gahara wind dragons flew over the capital city of an nearby country, Fenn as for today, there was the military festival held by Fenn this time, once in every 5 years and Gahara sent three dragon riders as an sign of goodwill.
At the festival, various military officers mostly outside the civilized zones gathered to represent their country and participate in tournaments and show off each nation's equipment ranging from repeating rifles to even Gatling guns and breech loader cannons being exihibited .It is a way for each nation to  show their equipment and scare any other hostile nations away. They also invited civilized nations , but most of them declined the offer as they were not interested in coming to barbarian festivals etc.
Susanoo looked down below from the sky to see the festival, that's when he saw it, he saw two grey ships larger than anything he ever saw, SMS Bismarck and the SMS Graf Daun looked like an great white shark to them, an ship that could snuff out any enemies, wherever they came from.
"how dazzling" said his wind dragon partner
"It is certainly clear today"
The sun was blinding, it was an day without much clouds
"no, that is not what I meant, not from the sun, The grey boats below us radiating lines of light (radar) in many directions"
"light from the ship? I don't see anything"
"Feh... humans cannot see it, our kind use that light to converse with our faraway brethren. As for the humans, it is invisible, we also use those lights to see whether any thing is flying in the skies"
"you can see there are dragons in the sky? From how far away? "
"it varies by individual, that one can tell as far away as 120km , the light from the boats are much stronger than that though, it is very surprising!"
"It can't be! the ships  are  somehow communicating with an faraway ship without using magic, and  they can also use it to detect any flying object  outside visual range!? he pause to let the information set in 'central powers'...... what are you?"

Flying in the air above them is an creature called the wind dragon emitting electromagnetic waves like radio or radar waves, if they considered it as an aircraft, it's output was very high. they just discovered an flying creature able to emit it's own radar to detect objects in the new world. The 'superpowers' might have mass produced them, counteracting the Austrians who just began manufacturing and integrating radar some 5 years ago. Kickstarting the development of stealth based aircraft, something that had been proposed some year ago, but was not wholly considered.

due to the king's request the govt of both nations sent their best ships to demonstrate,  in addition to the Tirpitz and the Graf Daun, there were 4 decommissioned ships of the Fenn navy's old ship of the lines. From 8km away from the observation  post the sword king observed the battleships, appearing to preparing to fire.
