I hope you understand, and I hope you enjoy!
PS: This chapter's not proof-read, so if you see any mistakes, please, please, please write so in the comments! I'll make sure to fix it :)

Nezu never felt the combined feeling of such great satisfaction and yet on-growing anxiety as he paced back and forth in his office. He was glad that the soldiers weren't with him at the moment, since he'd dismissed them to places where they were more needed, for he surely didn't want anyone seeing him in such a manic and disheveled state. It was quite embarrassing, or at least it would've been, if he hadn't been too deep in thought to care.
Nezu's theory is as follows. Izuku Midoriya hadn't lied when he said he didn't remember anything of what happened during his 'blacked-out' state after running away. The fact was that Midoriya had actually been replaced, although not physically. He wasn't the one who was controlling his own body, and if the quirk (Nezu could only conjecture it might be All for One) had been triggered by something, or the villain had managed to somehow root his own consciousness into Midoriya. There had to be a reason for that, and whatever it was...it was dangerous.
Something had to be done about that, he knew that much for sure, but there was another piece of information he wished he knew how to use at the moment. Although it wasn't fully proven, Nezu was almost fully sure that the revelation of Midoriya's true origins sprouted from his father, Hisashi Midoriya.
Otherwise known as All for One.
A few things here and there might not add up, but that's just how it had to be. However, Nezu didn't doubt that his idea was correct, and it was only a matter of time before he found a way on how to use it.
To keep things short, Nezu knew the following. Hisashi Midoriya was a peculiar individual whom it took quite a long time to adopt Midoriya (for unknown reasons), yet easily moved into and remained in Musutafu instead of taking Midoriya abroad to his home. That would explain why All for One was trusted to Midoriya of all people, despite there being quite a lot of other more cold-hearted, more powerful individuals. Midoriya had clearly been wrapped around his father's finger, and Nezu, if he had that level of capacity to, would've definitely sympathized with Midoriya. After all, Hisashi was the only one he had after the death of his mother.
Of course the young boy would do everything for the one person who was left to love and take care of him. Especially when he didn't know where it would lead him to.
However, magical revelations aside, a new, major problem arose. If All for One had a way of taking control over Midoriya, then Midoriya might be a ticking time bomb none of them were aware of before, and the countdown was unknown to them.
The safest action would be to lock Midoriya up again, or so Nezu thought at first. However, should All for One come and try to recruit him by saving him, showing all the terrors the heroes had done to him, the torture he was succumbed to, would Midoriya bother keeping up with his end of the deal? That seemed quite unlikely.
Therefore, Nezu was stuck with quite an ordeal. He could let Midoriya roam freely knowing that the quirk suppressants might not be reaching as deep as they thought they were, or he could lock him up and risk Midoriya willingly agreeing to go against them. Neither of them seemed appealing, but Nezu knew he had to come up with something.
