About us
The Program on Health Workforce and Policy (PHWRP), housed at the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill, produces research to inform health workforce policy at national, state, and regional levels. The PHWRP provides policymakers with data-driven evidence to inform decisions that affect health professionals, educators, employers, and the general public. The workforce program houses: The Carolina Health Workforce Research Center (CHWRC) – a health workforce center supported by the National Center for Health Workforce Analysis (NCHWA), the Bureau of Health Workforce (BHW), and the Health Resources and Services Administration (HRSA). Our Center is committed to providing the evidence needed to inform investments in workforce training and to closely monitoring data and research gaps facing policy makers in their efforts to produce a well-trained, well-distributed, diverse, and high-quality workforce for health. Sheps Health Workforce NC – representing a North Carolina statewide collaboration between the Sheps Center, the North Carolina Area Health Education Centers Program (AHEC), and the health professions licensing boards. Sheps Health Workforce NC manages the North Carolina Health Professions Data System (HPDS), collecting and disseminating descriptive data on selected licensed health professionals in North Carolina. With annual files dating back to 1979, the HPDS is the oldest continuous state health workforce data system in the country. Behavioral Health Workforce Research Center (BHWRC) – a health workforce center supported by the National Center for Health Workforce Analysis (NCHWA), the Substance Abuse and Mental Health Services Administration (SAHMSA), and the Health Resources and Services Administration (HRSA), dedicated to supporting the workforce that provides mental health and substance use services. Our Program Co-director, Dr. Erin Fraher, PhD, MPP, has been appointed to the 2024 Congressional Budget Office’s (CBO) Panel of Health Advisors. Dr. Fraher joins a distinguished group of health policy and healthcare experts. The CBO hosts an annual meeting to discuss important and emerging health care issues and also engages with advisors throughout the year, drawing on their advice in the preparation of CBO studies and cost estimates. Dr. Fraher is grateful for the opportunity to learn from the other members of the PHA and share her expertise in workforce training, payment, regulation, modeling and interprofessional teams with the CBO. #UNCSSW Research Assistant Professor Brianna Lombardi investigates the social work workforce with an eye on integrated health care teams. Her recent publication, “Varying Estimates of Social Workers in the United States: Which Data Source to Use?” published in the journal Medical Care Research and Review examines commonly used national data sources to assess the adequacy of the social work workforce. Having access to adequate social work workforce data helps researchers and policymakers make decisions on where resources should be allocated for understaffed positions, ensure that the workforce is representative of its community; and understand what workers need to be satisfied in their positions. “There is increased awareness and understanding that social risk factors and behavioral health needs drive health outcomes, as well as impact quality and cost of health services. Social workers are trained to screen, assess and treat social and behavioral health needs and will increasingly play a larger role in health care as the field transforms to address whole person care,” Lombardi said. Sheps Health Workforce Program Director Erin Fraher gave the inaugural Peter Curtis Lecture to the UNC Family Medicine Faculty Development Fellows on Friday, June 7th. Entitled “Harnessing the Friction to Influence Policy: The Power of Research Questions that Emerge from the Clinic,” Dr. Fraher’s presentation challenged fellows to follow their passion, ignite their curiosity and gather data from the clinic that can be used to inform policy. Pictured are Dr. Erin Fraher, Dr. Peter Curtis, and Dr. John Roberts, a trainee of Dr. Curtis, who initiated the endowment.
