ACP Bulletin Number 01/24 – Revision 2 

On March 27, the CBAA shared ACP/AQPE Bulletin # 01/24 Revision 1, dated March 22, 2024. The bulletin was shared with members who are also Approved Check Pilots (ACPs). The updated included information concerns revisions to the Flight Test Guide documents as they are associated with the ACP Manual. Please see information on effective dates at the bottom of this bulletin.

On June 3, 2024, Transport Canada (TC) shared Revision 2 to ACP/AQPE Bulletin #01/24 and it has been posted to the TC website. The bulletin has been updated to include information on the ACP Manual (10th Edition, Revision One), which became effective on May 1, 2024. Updated information on pending revisions to both Flight Test Guides is also provided.


Error Correction: AC 571-024

On April 27, 2024, the association published Transport Canada’s AC 571-024, Issue 5. Transport Canada has now advised that errors were found in that AC. As such, Transport Canada has reissued (here) AC 571-024, Issue 06 - Documentation Required for the Installation of Parts onto Canadian Registered Aircraft, dated 2024-06-13. The purpose of this AC is to provide information and guidance on the certification required for the installation of parts on a Canadian-registered aircraft or on a component intended for installation thereon. The major changes made to this issue are: 

  • Added definition for rebuilt parts.

  • Updated section 4.3 for the acceptance of rebuilt engines with rebuilt parts from an FAA-approved OEM.

  • Updated section 5.3 Parts from an EASA Part-145 AMO in reference to the amendment of the Bilateral Aviation Safety Agreement (BASA) between Canada and the European Union. EASA Part 145 component rated AMOs no longer require a TCCA approval.

  • Updated Appendix A related to the changes above.


 Phase 2 YYC Construction Update from Nav Canada

In April, the Calgary Airport Authority began a two-year, eight-phase restoration project of the YYC West Runway (17R/35L) to replace runway structure and upgrade lighting and ILS. Nav Canada recently provided a briefing note relating to Phase 2, which is projected to run from July 15 to Sept. 14, 2024 (dates subject to change). Airworthiness Directive (AD) CF-2024-24

Transport Canada (TC) has issued AD CF-2024-24 on ATA 55 - Horizontal Stabilizer (H-Stab) – Anti Yaw Steady Fitting Block – Missing or Loose Bolts to MHI RJ Aviation ULC. (MHIRJ), formerly Bombardier Inc., aeroplanes. This applies to models CL-600-2C10, CL-600-2C11, CL-600-2D15, CL-600-2D24 and CL-600-2E25, effective July 4, 2024.


 Airworthiness Directive (AD) CF-2024-22

Transport Canada has issued AD CF-2024-22 on ATA 34 – Navigation – Required Navigation Performance Authorization Required (RNP-AR) Approach Vertical Deviation to Bombardier Inc. model BD-700-2A12 aeroplanes, effective June 27, 2024.


 MMEL Temporary Revisions to BD-100, BD-700 and CL-600

Transport Canada has now published the following MMEL Temporary Revisions:

  • BD-100 Temporary Revision 15 dated 2024-06-14

  • BD-700 Temporary Revision 24 dated 2024-10-18

  • CL-600 Temporary Revision 24 dated 2024-06-13

Bill C-58 Receives Royal Assent

On June 20, 2024, it was announced that Bill C-58, An Act to Amend the Canada Labour Code and the Industrial Relations Board Regulations, 2012, has received Royal Assent. This law will prohibit the use of replacement workers in federally regulated workplaces during a strike or lockout and improve the current maintenance of activities process. These changes will come into force on June 20, 2025.

These changes are meant to promote collaborative labour relations, protect a meaningful right to strike, limit interruptions to collective bargaining, and continue to protect Canadians during work stoppages in federally regulated industries. Please read this news release for more information.

Transport Canada has published the following MMEL Revisions to the G150:

  • G150 MMEL Revision 2 dated 2024-04-10

  • G150 TC Supplement Revision 1 dated 2024-06-21

 Nominations Open: 2025 TCCA Aviation Safety Award

Transport Canada’s Aviation Safety Award is given to Canadians and Canadian organizations (groups, companies, agencies or departments) that have made a significant and outstanding contribution to aviation safety in Canada. The award was presented every year from 1988 to 2014, before being relaunched in 2021.

The nomination period for the 2025 TCCA Aviation Safety Award is now open. You will find the nomination form here. As outlined, a signature is required from the nominator verifying that the nominee is eligible in one of the three nomination criteria. The criteria are as follows:

  1. A demonstrated commitment and an exceptional dedication to Canadian aviation safety over an extended period of time (three years or longer);

  2. The successful completion of a program or research project that has had a significant impact on Canadian public aviation safety;

  3. An outstanding act, effort, contribution or service to aviation safety.

In addition to the nomination form, supporting documentation is required to successfully nominate a candidate. Please enclose either a Dropbox link or a zipped folder with all supporting documents, as indicated in the nomination form. Any submission that does not meet the criteria or that does not include all required documentation will not be considered for the award. It is the responsibility of nominators to ensure that documentation is complete as per the following format and requirements:

Title Page:

  • Name of nominee

  • Home address

  • Organization

  • Home telephone number

 Text:

  • Identify the applicable nomination categories for which the candidate is to be considered.

  • Provide supporting documentation, including (as applicable):

A narrative describing the contribution, its impact and the significance to aviation safety. This narrative should highlight such things as:

personal or group qualities, skills, innovativeness, commitment, dedication, strategic leadership, teambuilding, partnerships, and stewardship for the aviation community;

organization and deployment of resources (financial and human) and involvement or commitment at significant personal expense in a major program, project, research study, action or activity;

the scope and impact of activities, i.e. benefits and results.

  • Additional documentation, as applicable (e.g. letters of commendation, statistical data, reports, awards and weblinks, etc.)

All nominations should be submitted to [email protected]. The deadline to submit nominations for the 2025 Aviation Safety Award is Friday, Sept. 20, 2024.

 ICYMI: Upcoming Changes to the Communication of ATIS Information

 NAV Canada AIC 9/24 advises users of upcoming changes to the communication of ATIS information and decommissioning of ATIS by telephone. The change is required because the telecom service provider is unable to support this service and needs to shut the system off as of January 2025, unless a system failure occurs earlier.

 NAV Canada is now offering a digital printout on the NAV Spaces. The link (here) is provided in the AIC.
