There is much evidence to show that a diverse group of individuals will outperform an individual, even when that individual is an expert. This is due to the diversity of knowledge, wisdom and experience found among the population.
Governments that are not taking advantage of the wealth of knowledge in their jurisdictions are doing themselves a disservice. See comments for an example.
