Subject: The Winkler Wastewater Treatment Story From $25M to $50M to $60M to $75M and sight not yet in sight, aiming perhaps for $100M for Winkler Wastewater Treatment Facility (WWTF). Residents of Winkler must not be surprised; read only the article which appeared on CBC, i.e., “Total cost of upgrades to Winnipeg's largest sewage-treatment plant now pegged at $2.2 billion”. I have never seen in my 30 years involvement in the design of WWTF's such mind-boggling numbers for sewage treatment expressed in $ per person. When I left the City to start JDB PROJECT ENGINEERING, the inhouse WWTF design was far advanced with tenders already received for process mechanical equipment. While I was the lead designer / project manager during my tenure with the City, JDB offered with its team of small consulting engineers to complete the implementation up to commissioning for a fee of $1.0M. The Council decline my offer (another separate story to follow on the reasons they provided) and appointing AECOM for a fee amounted to $2.5M. How much more has been spent on engineering fees can only be guessed but for sure more than $2.5M. At the time of my resignation the estimate to bring the WWTF to completion was $25.0M. Currently it stands at $75 and with no end in sight. I know the reason very well for these high costs. Can the readers guess? This post is only one of many coming on the disturbing history of this project.

What is the “systems approach” and how can it benefit the design engineer, manufacturer, sales representative, contractor, and end-user? The key issue lies in how lift stations are typically constructed, that is by the lowest bidder, working from standard or cookie-cutter documents. Many times, drawings are not to scale and the contractor or builder must be an expert in assembling the numerous parts and pieces that make up even the simplest duplex submersible pumping station. WEAT North Texas Presents The 2023 Project of the Year Award to the Glendale Park Five Mile Creek Interceptor Emergency Pipe Replacement Project! The requirements to enter for the Project of the Year included a project that was completed in 2023, nomination by an active WEAT member, and projects within the wastewater industry. Project Scoring was based off Communication, Project Impact, Innovation and Ingenuity, in addition to Collaboration and Teamwork. The project team consists of Dallas Water Utilities (DWU), Freese and Nichols’ (FNI), Hobas Pipe USA, and John Burns Construction Inc. The project was a true collaboration of the team members which resulted in the first direct-bury application of U.S. manufactured non-circular glass fiber reinforced polymer (GFRP) pipe and bifurcation wyes in new wastewater pipeline construction in Texas. The pipeline has been successfully constructed and placed into operation in September 2023. This project presented many obstacles to the project team and its success can be attributed to the collaborative process between the owner, engineer, pipeline manufacturer and contractor. With this being the first of its kind project in the State of Texas, the project team laid the groundwork for DWU and other owners to think outside of the box and apply this approach to similar projects. The novel and innovative use of parallel 39.4-inch-high by 63-inch-wide semi-arch pipes in combination with bifurcation wyes enabled DWU to overcome the challenges and constraints associated with creating a new larger capacity pipeline through an area of the City of Dallas Glendale Park where approximately 41% of the chosen alignment for a 72-inch diameter pipe would provide less than 1-foot of cover and in one location the pipe would be above grade. #projectoftheyear #ingenuity #wastewater #innovation
