𝐑𝐚𝐢𝐥 𝐂𝐨𝐧𝐭𝐚𝐢𝐧𝐞𝐫 𝐃𝐰𝐞𝐥𝐥 𝐓𝐢𝐦𝐞𝐬 𝐈𝐧𝐜𝐫𝐞𝐚𝐬𝐞 𝐚𝐬 𝐖𝐞𝐬𝐭 𝐂𝐨𝐚𝐬𝐭 𝐈𝐦𝐩𝐨𝐫𝐭𝐬 𝐒𝐮𝐫𝐠𝐞 🔽 Rail container backlogs are swelling at Los Angeles and Long Beach ports due to a surge in imports from Asia driving increased eastbound rail movements and a shortage of railcars returning westbound. Some terminals like Yusen Terminals in Los Angeles are already holding twice their normal rail container inventory and are using near-dock storage yards to prevent the backlog from interfering with operations. Dwell times for rail containers at LA-LB terminals increased from 4.2 days in January to 7.02 days in March according to data provided by the Pacific Merchant Shipping Association - the higher dwells coming as Q1 imports from Asia to LA-LB surged 29.7% year-over-year. Terminal operators fear worsening congestion as imports strengthen in May and June, yet railroads like Union Pacific and BNSF say they will only increase railcar supplies for peak shipping season beginning in August. Other ports on the North American west coast, like the Port of Vancouver in Canada, are also experiencing rail container dwells of five days or longer, albeit with minor improvements over the last several weeks. However, with the threat of a large strike by employees of Canada's two major freight railroads looming, these modest improvements could be wiped out and the backlog of rail containers sitting at port could get significantly worse. ➤ Do you think rail container congestion will get worse heading into peak season? To facilitate the extra ships taken on charter due to the Red Sea crisis, ocean carriers have put a temporary moratorium on selling any containers, as well as pausing the return of equipment to lessors. When the Cape diversions began in earnest, it was estimated that shipping lines were sitting on a global surplus of around 5m teu, accumulated during an ordering spree triggered by the huge spike in pandemic-induced demand, resulting in chronic port and landside congestion. However, Drewry Shipping Consultants Ltd said it expected the global fleet to have contracted by 2.6% last year, with a further decrease predicted for this year, as carriers ramped up efforts to retire some of their ageing boxes and return as much equipment as possible to leasing companies.
