Interestingly, back in 90s, software having built-in encryption was illegal to export out of the U.S. because that was classified as munition. For that particular reason, the Netscape web browser was initially on the restricted list for exports (along with the Tomahawk missile, for instance). Again, a web browser having encryption built-in was considered that serious. Should we be that serious about exporting AI-enabled technologies? Those are dual-use items in the EU for 2 years now, by the way. Mykhailo Fedorov, have you considered amending Ukrainian dual-use regulation with regards to that?

The sanctioned Chinese surveillance company Zhejiang Dahua Technology has divested its U.S. subsidiary to a Taiwanese company: “…Dahua was also placed on the Entity List by the U.S. Commerce Department in October 2019. It joined 28 Chinese public security bureaus and companies, including Hikvision and Hytera, along with iFlytek, SenseTime Group, Megvii Technology and Xiamen Meiya Pico Information. The move stemmed from allegations of links to the mistreatment of Uighur Muslims and other ethnic minorities in the Xinjiang Uighur Autonomous Region. The trade blacklist means these entities were deemed to be “acting contrary to the foreign policy interests” of the U.S. and are thus barred from buying parts and components from American companies without government approval. In March 2021, the Federal Communications Commission (FCC) concluded that Dahua and four other Chinese peers — the same companies as on the 2019 NDAA list — “pose an unacceptable risk to U.S. national security or the security and safety of U.S. persons.” The Secure Equipment Act was signed into law by President Joe Biden in November that year, obliging the FCC to ban new equipment authorizations for these companies within a year of the legislation. Tightening the screws further, the Pentagon included Dahua in a group of “Chinese military companies” in October 2022. Hedy Lamarr (the mother of wi-fi) and George Antheil worked on the idea for over 2 years, received a patent, donated it to the us goverment at no charge for use. while the idea was not adopted in WW2 it saw military use during the 1950s but really blossomed after the military use was declassified and applied to personal computer and devices ... specifically wireless communication. https://lnkd.in/g6qYJbes
