New York City is significantly expanding its waste management rules to include all 200,000 commercial businesses across its five boroughs. Previously, the mandate for storing waste in containers rather than garbage bags was applied to food-producing businesses and chain retailers. This measure, part of the city's efforts to catch up with global standards in waste management, aims to reduce the nearly 22 million pounds of trash generated daily by these businesses. The Sanitation Commissioner, Jessica Tisch, emphasized the aggressive approach to enforcement, with businesses warned and then fined for non-compliance. Fines range from $50 for first offenses to $200 for subsequent violations. Some business owners have expressed concerns about the feasibility of storing large, potentially odorous bins, especially in areas with limited space. However, the policy has seen a mixed reception, with some businesses adjusting to the change more easily than others. The success of this initiative relies on cooperation from both the businesses affected and the private waste companies responsible for trash collection. The city has also taken steps to inform businesses about the new rule through a robust outreach program. Additionally, the Adams administration is looking to extend containerization to residential buildings and has plans to reorganize the commercial waste industry for better efficiency and environmental impact. I couldn’t agree more with Nic Esposito’s assessment of this grossly misspent money by Cherelle Parker’s administration. We’re more than 100 days into this administration, and there’s still no sight of an actual Clean and Green Cabinet, let alone a coherent strategy on how the City is going to address illegal dumping in a systemic way. What’s worse is what Nic outlines, which is that organizations like Circular Philadelphia are stuck picking up the slack here (and working very hard to raise a fraction of that $360K spent by the City to do so) while the City fritters away loads of money on advertising instead of doing the actual work of making our city cleaner and greener. I wanted to be optimistic about this administration early on despite signs that there really wasn’t a reason to be based on who was appointed to lead these efforts, but it’s become clear that this mayor is more interested in sticking her finger in the air and puffing up her own image than improving cleanliness, quality of life, equity and sustainability for Philly’s residents through support of even the waste management basics—let alone moving us to a #circulareconomy.

Just when I thought I could not be more disillusioned and disappointed with the Cherelle Parker administration's efforts to "#clean and #green", the The Philadelphia Inquirer Clout section reports that the administration spent around $360,000 of a #Pennsylvania State grant intended for #wastereduction and #pollutionprevention on the ads I'm seeing around town on Septa that basically are a glorified campaign ad for the Mayor. While Circular Philadelphia is leveraging volunteers to create a #reusablecontainer eco-system map on our site so we can better understand how to build that sector to reduce #plasticwaste, or an infographic of how to find food recovery and food waste prevention orgs that the City of Philadelphia – Department of Public Health can hand out to area restaurant owners, Mayor Parker is making ads with empty sloganeering. My outrage is even more pronounced on #EarthDay when so many great orgs and individuals should be recognized and supported for the hard work they are doing. And this is how our own government is mispending these very precious resources. I wish the Josh Shapiro administration would ask the Parker administration for the $360k back so it can be reinvested back into the orgs that are actually putting in the work to reduce waste and prevent pollution.

What is that one WASH related report, project, tool, resource or even event that you came across in 2023 that you think the WASH community should know about? Highlight it in the comments! Add a link where necessary. I will then make a an article here to compile them. Let's collaborate... One among several for me was a report from The Lighthouse Initiatives in Urban Water and Sanitation Sector. A project by colleagues at Eawag . I will also share a second one that was not from Eawag in another post. Light house initiatives in simple terms are 'experimental' projects that are more advanced than pilots, have potential to scale and have been demonstrated in real life but not yet widely taken up. The team compared five such projects at different scales (city-wide vs. neighbourhood), in different contexts (high-income vs. low-/middle income) and using different technological set-ups. These included: Case 1: On-site Water Reuse Systems in San Francisco, USA Case 2: Hamburg Water Cycle in the Jenfelder Au, Hamburg, Germany Case 3: Tre-Rör-Ut in Oceanhamnen (H ), Helsingborg, Sweden Case 4: Small-Scale Water Reuse Systems in Bengaluru, India Case 5: Water Reuse in Nirvana Country, Gurugram, India To make sure such projects work, the project recommends the following : Within the initiative, the following are necessary: 1. A dedicated system integrator that coordinates and aligns a large number of stakeholders with varying interests 2. A transdisciplinary stakeholder network, which coproduces solutions that transcend sectoral and public and private spheres Beyond the initiative the following are also needed: 3. Stable political and policy support including allocation of adequate human and financial resources and relevant regulatory requirements 4. A well-defined permitting pathway, water quality monitoring and enforcement system 5. Attractive business models and markets for the products and byproducts of such systems 6. Industry-internal standards and norms, certified training systems and information materials 7. An active communication and public outreach strategy that fosters legitimacy 8. Proven long-term economic and financial viability in a full system and infrastructure lifecycle This list is not conclusive. We are continuing to follow the new NYC garbage laws that are already or about to take effect across the five boroughs. The NYC Department of Sanitation (DSNY) has recently rolled out expansions to the original trash set-out requirements that include, but are not limited to, solidifying new set-out times for residents, updating commercial establishments’ disposal of organic waste requirements, implementing mandatory separation of organic waste, and full-year yard waste separation. There will be a hearing at the end of this month to discuss some of these measures, however, many have already been passed into law and the rest are expected to pass as well.
