Last week Wobine Buijs-Glaudemans, Chair of SER Brabant, presented the advice "Building on a Strong Foundation" to Deputy Martijn van Gruijthuijsen. The advice address the question of how the Provincie Noord-Brabant can contribute to the sustainable, future-proof earning capacity of Brabant and the Netherlands with mission-driven policy, in an ever-changing landscape. One of the issues discussed concerns VitalFluid B.V., which faces significant challanges in administrative and regulatory pressure due to the accumulation of rules and regulations. For VitalFluid, complying with all these regulations is barely, if at all, compatible with maintaining a healthy business operation. Therefore, there is a need of simplification of these rules for sustainable alternatives so that these innovations do not move outside of European Commission. A very important study that adds to the evidence of the recent #RRF mid-term review. Even though Portugal committed to adopting strong alignment between its national RRP and its Cohesion Policy investments, the evidence shows that this is not enough to target the needs of the least advantaged territories. The systemic R&I advantages of more developed regions / territories (capacity, economic structure, actors and institutions) means they are pre-disposed to benefit more (financial draw down and innovation impact) from public funding than their less developed (and often rural) counterparts. Addressing the EU’s urban/rural divide will not happen unless this evidence is used to upgrade policy design. By default the EU’s R&I policy instruments / are designed to prioritise benefits the richest and most innovative regions and territories. This resonates with some recent probing I did into the #InterregBSR programme from 2014-2020. Less than one tenth of the R&I projects were led by a less developed region. The idea that we can better position less innovative regions in the EU’s R&I performance charts by making them ‘lead’ on interregional R&I projects is frankly unrealistic - another example of a badly designed policy response to a much-entrenched problem of the EU’s #InnovationDivide We either accept this as the ‘preferred option’ (efficiency vs equity) or we commit to policy redesign. The evidence in the recent Future of Cohesion Policy High Level Group report only serves to reinforce what we already know about divides and disparities. So what are we going to do about it? More of the same is only perpetuating the problem. And that is precisely what the R&I focus of the RRF is achieving. Kudos to Anabela Santos Andrea Conte Francesco Molica for bringing new evidence to fuel this debate.

The Netherlands has presented its National Technology Strategy, which will guide Dutch innovation policy in the coming years. Dutch government, businesses, research institutions and societal organizations will prioritize ten strategic technologies. The strategy looks to position the Netherlands at the forefront of rapid global technological advancements. The aim is to achieve technological leadership and address unwanted dependencies, while enhancing the country's future earning capacity and addressing societal challenges. Minister of Economic Affairs Micky Adriaansens emphasized the necessity of making strategic choices to maintain the Netherlands' leading position as a knowledge-based, trading nation and innovative country amidst increasing scarcities in energy, raw materials, personnel and space. We are delighted to announce our inclusion in a flagship European foresight framework. Led by AIT Austrian Institute of Technology, the Foresight-on-Demand (FOD) consortium is advising the European Commission and fourteen other EU organisations on science and technology policy programming. The framework which runs for four years enables the European Commission to promptly request and obtain relevant future knowledge and build up anticipatory capacities in its own organisations. Knowledge is developed through participatory processes to orientate and underpin Europe's investment plans for science, technology, and innovation. The foresight projects carried out as part of Foresight-on-Demand provide science-based, systemic and participatory approaches to forward-looking knowledge generation aimed at guiding and supporting policy-making processes in the present. Eunomia is included in the consortium as a specialised foresight partner, providing expertise in environmental foresight and horizon scanning, participatory foresight methods and the use of evidence, including from foresight, in environmental policy. We also contribute our specialist technical environmental expertise and knowledge, such as related to carbon and net zero, the natural environment, waste and materials. We are excited to be included in this consortium and for the opportunity to work with our partners in supporting the Commission in a range of foresight projects.
