This morning, Immigration, Refugees and Citizenship Canada / Immigration, Réfugiés et Citoyenneté Canada Marc Miller announced that Canada will set an intake cap on international student permit applications to stabilize new growth for a period of two years. A quick summary and my thoughts below: ·       For the next two years, the federal government will institute a cap on the number of approved study permits. This cap is expected to result in approximately 364,000 approved study permits issued in 2024, a decrease of 35% from 2023. ·       Study permits will be allocated to provinces weighted by population; some provinces and territories may see an increase while other provinces, such as Ontario, could see intake levels cut by 50%. ·       Master’s and PhD programs will be exempt from the cap.  ·       As of September 1, the federal government will no longer issue post-graduate work permits for public college- private partnership institution models.    ·       Open work permits for spouses of international students will be available only to those in Master’s, PhD, and professional programs such as medicine and law.     ·       The new measures will not apply to existing study permit holders and will only take effect with future study permit holders.     ·       The cap on study permits is intended as a “stop-gap measure” while the federal government institutes a "recognized institution framework" and other supports for international students.    My thoughts:  I'm glad to see the federal government taking action to address this complex and interrelated set of issues. We must balance Canada’s capacity to provide support, housing, and a quality education to international students with our interest in attracting students who can potentially contribute greatly to our economy and country in the long-term.   More action is needed from stakeholders across the country at all levels of government and across sectors. One key step is for the federal government and provinces work jointly to solve the issues. All levels of government must actively engage on issues of post-secondary funding and ensure a strong framework for accountability and compliance for post-secondary institutions and recruiters. But ultimately – what we need is a cohesive international student and immigration strategy which is interconnected. Yesterday's announcement by IRCC Minister Marc Miller will cause untold long term damage to Canada's international education sector and Canada as a whole. This is a sector that constitutes Canada's 3rd leading export, over $22 billion to Canada's economy, and provides the talent pool required for our current and future economy. Is change required? Yes. Quality and student experience need to be improved, in some cases drastically. We shouldn't be here, but we are. Bad actors flushed out on both the recruitment and education sides of the equation? No doubt. Is closer alignment to Canada's labour market needed? Desperately. We have over 700,000 open jobs in Canada and students eager to fill them upon graduation. Are international students to blame for Canada's housing shortage? Absolutely not. They're a contributing factor to Canada's population growth, but other categories of immigration have a far greater impact on Canada. IRCC has many levers at their disposal to bring the level of international students to a sustainable level, ensure students are receiving a high quality education, have proper expectation of the cost to live in Canada, and the possibilities for future employment and potential future immigration options. Minister Miller referred to the announced approach as a "blunt instrument". He was certainly correct in that regard. The cost to Canada will be billions to our economy, tens of thousands of jobs, and long term damage to Canada's reputation as a welcoming country to international students and immigrants alike. None of these are exaggerations, and are likely understated. Governments in all jurisdictions - federal, provincial and municipal - need to collaborate to come up with solutions that work in the best interests of everyone. With a fragile Canadian economy, "Blunt instruments" and massive overnight impacts are going to cause a ripple effect across Canada in our cities and towns that rely on the contributions of these students. Federal minister calls 'garbage' on Ontario's complaints it was blindsided by international student cap. But, It takes two hands to clap!!! I was interviewed by Bloomberg and we discussed the current scenario of Pseudo-EdTech Aggregators and the international student trafficking. Unfortunately the blame game on the international student program has become a political drama. Minister Marc Miller's rhetoric on the international students is tranishing the reputaution of Canada as a safe and welcoming country. IRCC is the federal gate keeper and the final decison maker in the study visa approvals and numbers. IRCC encouraged the international student numbers and appaulauded them fir their contribution. Compared to the Pre-covid the visa approvals were very high. Just six months ago, IRCC decreased the English proficiency requirements for SDS and even students with 5.5 IELTS in individual bands were approved study visa by IRCC. It might be shocking but Post-COVID internatipnal students with low academics, even less than 50%, some with 20 backlogs were approved study visas. Just a pathetic situation and reminds me of the Arrive Can app scandal making others scapegoats for the wrong federal decisions. Minister Miller- Please increase the IELTS requirement to 6.5/6.0 and ban the Pseudo-Edtech aggregators with their subagents to stop student trafficking.
