Community-based teams selected by DOE’s Building America program to develop and validate housing retrofit solutions - Congratulations to the Florida Solar Energy Center, the Research Member of the team selected for field validation of residential retrofit projects. The team is led by the Southeast Energy Efficiency Alliance. The multi-disciplinary teams each consist of representatives from housing organizations and the building industry, building scientists, and program implementation experts. Teams will work closely with community-based organizations to identify technical integration issues and appropriate solutions for improving their existing housing stock. The team FSEC will be part of will use a data-driven plan for energy-efficient retrofits in the southeastern United States. This team will develop a process to improve the performance of residential forced air HVAC systems to provide better air quality, durability, heat pump integration, and other upgrades that can significantly improve energy efficiency in homes. On November 15, the Indiana Office of Energy Development (OED) announced a federal Energy Efficiency and Conservation Block Grant opportunity to support initiatives to improve energy conservation and efficiency for local government units. The allocation of funds will be directed towards energy planning, building upgrades and energy audits, and electric transportation for communities. 🏅The Energy Management Association (EMA) has earned well-deserved recognition under these prominent Governmental Energy Benchmarking, Disclosure, and Retro Commissioning Laws! City of San José Building Energy and Water Building Performance Ordinance Under this ordinance affected building owners must submit energy and water efficiency audits. EMPs meet the requirements to be considered a Qualified Auditor. City of San José Chula Vista Building Energy Saving Ordinance In support of the City of Chula Vista’s Climate Action Plan, the city adopted the Building Energy Saving Ordinance that will enhance market transparency for building efficiency by making energy performance data available to existing and prospective owners and lessors. As a Better Buildings Recognized Program, the EMP is recognized as qualified energy audit professional under this program. City of Chula Vista City of Madison Building Energy Savings Program The new ordinance, active in January 1st of 2024, requires owners of commercial buildings 25,000 square feet or larger to annually benchmark energy use by using the Energy Star Portfolio Manager. The state of Illinois aims to achieve use of 40% renewable energy by 2030, 50% by 2040 and 100% by 2050. Those goals drive renewable wind and solar energy development efforts, as Bill Bodine, director of Business and Regulatory Affairs for Illinois Farm Bureau, explained at our February luncheon. He described the rapid development of wind and solar energy projects in the state, and how they create both opportunities and challenges for land use and #agriculture. Opportunities include incentives and reduced energy costs, while challenges include soil compaction and drainage issues. One major goal of these projects is to reduce carbon emissions. Another way to reduce these emissions to use the ground to trap and store carbon dioxide. The interconnection wild card with utilities is the primary reason for why solar and battery projects cost higher than they should and do not get built as fast. We can provide our customers with a high degree of certainty on all aspects of a project: design, procurement, and construction costs and timelines. But the uncertainties remain: 1. Time to reach interconnection agreement with utilities, 2. The interconnection upgrade/mitigation costs proposed by utilities, and 3. Delays by the utilities to conduct inspection/testing to provide permission to operate. We constantly have to escalate issues to management at Pacific Gas and Electric Company and Southern California Edison (SCE) to advance interconnection reviews and mitigate unnecessary costs for schools and water agencies. We need more collaboration from utilities in California if we want to deploy clean energy infrastructure faster and cheaper.

A “Request for Qualifications: Energy Savings Services” released by DGS Office of Sustainability is also highlighted. Qualified Energy Services Companies can submit a Statement of Qualifications by August 29 to be prequalified for as-needed Energy Savings Performance Contracting services. DGS intends to establish a qualified pool of Energy Service Companies (ESCOs) for the implementation of energy efficiency projects awarded through subsequent Requests for Proposal (RFPs) sent to the qualified pool. We typically recommend a design-build approach for large energy savings projects, but an unfortunate consequence is information asymmetry where the contractor has all the expertise. Involving an Owner’s Rep can even the playing field and ensure a win-win for both parties 🤝 Here’s a nice resource by the DOE on the benefits of using an Owner’s Rep for comprehensive energy savings programs.
