Many people say that IAS officers are highly intelligent and good executives. But but they couldn't even build a school though Indian Government has separate ministry for education with hundreds of IAS officers and concerned State Government has education ministry with hundreds of IAS officers. Besides IAS officer's duty efforts, crores of tax money is available with sarva siksha abiyan scheme. these officials did not spend available fund. Even 5 standard kid can spend money on what he wants if he has coins in his hand
