At the #RuralIndiaConference2024 in Chennai, I was on a panel with very distinguished colleagues from Government, Academia, and Civil Society, talking about various dimensions of #climatechange and #localadaptation. Marcella D'Souza Yeshika Malik Arshia Gupta Samik Sundar Das I spoke referring to my experiences with the adivasi communities in Southern Odisha, where local communities have recognised various facets of the changes happening around them, and are coming forward to take steps to address these. What is often construed as arbitrary action, actually turns out to be seriously considered coping strategies. Migrating for work, for example, is one such action. This is something Gram Vikas is attempting to understand as part of the #CLAPS #climateadaptationpathways project with Indian Institute for Human Settlements and Centre for Migration and Inclusive Development. At the RIC2024 I spoke about Gram Vikas' work in building technology solutions for rural communities to build long term water and natural resources security. The #WaterSecureGramPanchayat programme of Gram Vikas will be a pioneer in building hyperlocal information systems around groundwater and weather advisories.

Day -02 Government H.S.S Nipaniya Village, Sehore, Madhya Pradesh, India. Today, I conducted a workshop on real data collection at ground level. Students were very excited to become part of the data collection team. The Jal Jeevan Mission (JJM) in India aims to provide safe and adequate drinking water through individual household tap connections by 2024 to all households in rural India. However, several factors can lead to delays in its implementation: 1. Infrastructure Challenges: - Inadequate existing water supply infrastructure. - Difficult terrain and remote locations complicating construction and logistics. - Lack of proper maintenance and operation of existing systems. 2. Resource Availability: - Scarcity of water sources, especially in arid and semi-arid regions. - Limited availability of construction materials and equipment. - Inadequate skilled labor force for construction and maintenance. 3. Financial Constraints: - Delays in the allocation and disbursement of funds. - Cost overruns due to inflation and unexpected expenses. - Inefficient utilization of allocated funds. 4. Administrative and Governance Issues: - Bureaucratic red tape slowing down project approvals and implementations. - Coordination challenges between different government departments and agencies. - Delays in decision-making processes at various levels of government. 5. Community Participation: - Lack of awareness and engagement among local communities. - Resistance from local populations due to socio-cultural factors. - Issues in ensuring community ownership and participation in maintenance. 6. Environmental and Climatic Factors: - Impact of climate change leading to variability in water availability. - Natural disasters such as floods, droughts, and earthquakes disrupting project timelines. - Environmental clearances and impact assessments causing delays. 7. Technological and Innovation Barriers: - Slow adoption of new technologies for water treatment and distribution. - Challenges in integrating traditional water sources with modern systems. - Insufficient research and development in water conservation and management. 8. Political Factors: - Changes in political leadership leading to shifts in priorities. - Political interference and favoritism in project allocation and execution. - Election cycles affecting the continuity and focus on long-term projects.
