We had the pleasure of speaking with Prof.Assoc.Dr.Jordan Daci from Daci & Associates Attorneys at Law during our LEAP Annual Conference in Brussels.
Jordan sat down with Simona Di Dio, Fair Trials Networks Coordinator, to discuss the protocol signed between #Albania and #Italy on November 6th, 2023, regarding migration management. The signature of the "Protocol on Extraterritorial Migration Management between the Government of the Italian Republic and the Council of Ministers of the Albanian Republic" is based on the Treaty on Friendship between the two neighboring countries.
In Jordan's opinion, this protocol is unexpected from two democratic countries. The document intends to establish two detention centers in Letha, Albania, hosting up to 3,600 male migrants deemed "illegal" while their asylum applications undergo final review.
The centers will be managed by Italian authorities, despite not being in Italy, and Albanian authorities will have no power in managing the center, despite being in their own country. Only the national police will surveil the perimeter of the centers.
"They're going to function as detention centers. Migrants are not allowed to go outside. These territories, to my understanding, are a no-man's-land," says Prof. Dr. Daci.

What are the consequences of returns and readmission policies on migrants' lives?
The EU and Member States are investing a lot of effort and money to encourage the return of third-country nationals who do not hold a document to stay. Less is known about the consequences of these policies on the everyday lives of migrants at risk of being returned, their feelings, and the effects of their families and networks in the country of origin and in the host country.
Within the framework of the Horizon More Project, we have investigated the Italian public policies on returns and readmissions and the delicate situation of non-returnable migrants in Italy so far.
