Blinken met today in Washington, D.C. with African Union Commission Chairperson Moussa Faki Mahamat to open the Ninth Annual U.S.-AU Commission High-Level Dialogue. The Secretary reemphasized the United States’ support for greater African representation in international institutions and congratulated the African Union on achieving permanent membership in the G20. The Secretary and Chairperson Faki agreed to enhance our support for sustainable democratic transitions and work together to promote stability, food security, climate mitigation, pandemic preparedness, and good governance within the African region, as well as globally. Heard from such a range of participants about local initiatives and monitoring efforts / in this session from Armenia and the UL (amongst others). Post-revolution and conflict there is a lot to do. Multistakeholder groups are pivotal. Stability in the public service is more than helpful, and it is necessary to constantly extend the range of people consulted - getting beyond the ‘usual suspects’. Was a persistent refrain. Validation of ideas across a range of stakeholders promoted innovation and stable outcomes. But the point was also made that there is a need to remain adaptive. (This is of course a critical Issue in respect of climate change as well as the more usual conflict scenarios). The development of local OGP groups is seen as a beacon of OGP. Many participants spoke of the work they are doing in this regard and of their commitment to begin and build. Initiatives such as government portals, auditing and monitoring, broadening the base, and including youth were referenced. At one panel whicn I joined the ‘economic cost’ of embedded stakeholder engagement was raised as an issues. Interestingly from my inquiries only our Australian multi stakeholder forum has embraced the need to include the perspectives of people from the neurodiverse community. We shared our insights on this to the extent that we could at this early stage of the development of our NAP. It was somewhat gratifying to here about how the Phillipines undertake regional dialogues, noting that this is one of the pivotal features of the Uluṟu Statement from the Heart process of Australia and the proposal of the ‘First nations Voice’ in our constitution emerged from those two interlinked exercises in community dialogue.

Great to see this in the recent UK Government International Development White Paper: "8.11. We will commit to and press for open access to scientific outputs, to ensure that scientists and policymakers everywhere can access and contribute to the latest science and evidence, given the importance of knowledge and evidence for accelerated progress." Research and evidence underpins all aspects of human progress. Of course it matters in global health. But can you think of a single sustainable development goal that isn’t supported by research and wouldn’t benefit from further, high quality and easy-to-access evidence? Food for thought! I was privileged to contribute to the writing of the Friends of Europe ‘10 policy choices for a Renewed Social Contract for Europe’ that will be discussed tonight and tomorrow with over 200 leading voices, thinkers, and policy shapers from across Europe and beyond, at the #StateofEU high-level round-table. Those 10 policy choices are the result of year-long multisectoral and multi-stakeholder consultations and took into consideration the voices and opinions of over 2,000 European citizens. As we witness every day, crises are multiple, unpredictable and sequential, if not parallel. There is no old norm to rely upon. In this context, we need to fundamentally rethink the roles and responsibilities of all members of our society and the role of Europe in the world.
