Meaningful change requires collaboration and cooperation. 🤝 When implementing policies, engaging stakeholders and earning their buy-in is a make-or-break factor to success. We applied this participatory approach to a recent study for Zero Waste Scotland that sought to understand the implications of the upcoming UK Extended Producer Responsibility (#EPR) schemes and other policies on local authority waste services in the remote and rural areas of the Scottish Highlands and Islands. Our research found that these resilient and resourceful communities face unique challenges of geography, severe weather conditions and complex logistics in achieving similar efficiencies and outcomes as mainland UK authorities. Working closely with local authorities, businesses and community groups in these areas, we were able to identify several opportunities and areas of further research that could help to develop more effective services forwards. One of the key themes in the circular economy is the regeneration of nature. A great concept that I think doesn’t get the news of the other two themes.   A component of this rehabilitation of degraded sites including old landfills. I have visited many unlicensed, non-compliant, and troublesome sites that are polluting the environment. We all know where they are. However, there often has been little progress due to a wide range of operational and financial reasons.  I would guess that in five years much will be the same. Could we look at raising the levy rates nationwide by say $10/ tonne and use these funds to rehabilitate old waste facilities?  Even by this measure, there will be too many sites with not enough collected funds however, some progress will be made. We are currently working with several local authorities on longer-term landfill planning and cost management. From my experience in the water sector, while many institutions worry too much about financing as a crucial component for quality water services, accountability and enhancing customer service are equally vital pillars for sustainable and equitable access to clean water. Unfortunately, the latter two have not been taken seriously in the sector for so long. eWATERservices is doing things differently ensuring 24/7 access of clean, affordable and dependable water services in rural communities.

Addressing water demand in the country is key to water security. Businesses can help balance this demand by turning to non-potable water, where possible, or by implementing greywater recycling or onsite storage. Water efficiency initiatives are just one step towards meeting the UK's water demand reduction targets of 9% by 2038 and by 15% by 2050. Rarely does a week go by when I don’t receive two or three calls saying ….”I like your post and I have this recycling product and I want Councils to buy it”.  The conversation continues and I realise that the product is usually not yet in Australia, the proponent wants Council to take most of the risk, the proponent wants exclusivity and they don’t want to go to open tender.  Here is some free advice… Councils are incredibly risk adverse. Sometimes over the top. However, they have to be as they are spending public money. Unfortunately, there have been some high-profile and many more less known failures where local governments have been a little too eager to achieve the desired outcome. However, it doesn’t mean to say it can’t done. Most local governments have corporate plans, waste strategies and other environmental goals and your idea must fit within those objectives.  Having said that there is one issue more prevalent than others….. finance. If your idea costs Council significantly more or even thinks about breaking an existing contract,  you might as well save your time. The cost of living is the number 1 issue in this country, and the cost of operation is the number 1 for any local government CEO and CFO.  So any proposal needs to be focussed.
