📢 Intense weeks in the EU institutions and the transport community! The Belgian Presidency of the Council of the EU closed the current legislative term with yesterday’s meeting of the Transport Council. ❓ The results? Weights & Dimensions of Trucks 🤗 EU Member States were not able to find an agreement (general approach) on the cross-border traffic of longer and heavier trucks due to concerns brought forward also by UIP & other rail organisations. A progress report was published instead. Pending an agreement from Council side, the file is on hold now. The text weakens the proposal of the EU Commission and exploits rail capacity sub-optimally. The conference 'Boosting Rail Freight Transport in Europe: What Worked – and What Still Needs to Be Done' was organised by the Belgian Presidency of the Council of the European Union as part of the #ConnectingEurope Days. 🚂 The European Commission’s proposal for a new #RailwayInfrastructureCapacityManagementRegulation, published as part of the #GreeningFreightTransportPackage (#GFTP), is greeted by UIRR as a promising start. ---the UIRR position paper [https://lnkd.in/e97pQK9f] takes stock of the merits of the proposal and suggests some improvements to it. 💈 The starting position of operators of #intermodal #freight trains is the need for more and better-quality train paths. Today 5-6 passenger trains fall on each freight train that runs on the European railway network. Every second rail freight tonne-kilometre is produced by an intermodal train, 90% of which crosses at least one national border. 💈 The growth in the number of passenger trains has considerably outpaced passenger ridership. The trend coincides with a “not-in-my-backyard" mentality when it comes to building additional railway lines. Today, European transport policy objectives must be met largely using the existing railway network. 📌 These objectives include the doubling of the market share of rail freight until 2050. A performance of 800-1000 billion tonne-kilometre will require the doubling of the number of freight trains that run every day on the European network. 📈 As the tool to achieve this outcome, the Commission’s proposal foresees a #SocioEconomicandEnvironmentalCostBenefit analysis. UIRR proposes additional changes to the Regulation to reinforce the objective of securing MORE AND METTER QUALITY TRAIN PATHS FOR FREIGHT TRAINS. 🌉 Building bridges between legislators and the freight transport sector: an important role for industry associations. 🛎 #combinedtransport enhances the capability of #railfreight to attract shippers to use 🚂 trains not only for their externality advantage (#CO2, #pollution, #safety, #security, #noise) but also as #digitalisation will enable identical #trackingandtracing performance of #truckloads as if the cargo had been carried in a single truck from-end-to-end.
UIRR President Ralf-Charley Schultze spoke at the European Union Agency for Railways 3rd Multimodal Conference in Hamburg. The event was opened by MEP Anna Deparnay-Grunenberg, who's message was that #multimodaltransport delivers the momentum for the #GreeningFreightTransportPackage. She supported the further acceleration of #interoperability between the modes of #transport to enable the proliferation of #combinedtransport. Florian Boehm on behalf of the #BMVD (German Federal Ministry of Digital and Transport) insisted that achievable objectives must be defined together with the sector --- based on the capability of COMBINED TRANSPORT TO EFFICIENTLY INSERT NON-ROAD MODES OF TRANSPORT INTO LONG-DISTANCE TRANSPORT CHAINS. #verkehrswende Josef Doppelbauer pledged the full support of the European Union Agency for Railways in delivering the needed interoperability standards, such as the #TAFTSI as well as other rules needed to ensure the needed COMPATIBILITIES. 🚉 EU Transport Ministers throw a lifeline to rail freight! 👀 Rail freight has received strong backing from #EUTransportMinisters as they discussed Europe’s mobility of tomorrow at an informal meeting on 3 and 4 April in Brussels. Presided by the Belgian Presidency of the Council of the European Union 2024, the Ministers presented the #BrusselsDeclaration consisting of 20 points to guide the next EU legislative period with a clear recognition of rail freight’s important role for EU’s economy: ▶Make the #modalshift towards rail transport a central objective of European mobility policy. ▶Make the development of #railfreight a #priority for the EU's internal market. ▶Prepare the necessary #RegulatoryChanges and make every effort to adopt them in order to improve the #competitiveness of rail transport. ▶ Ensure a #LevelPlayingField with other modes of transport. The European Parliament’s decision in March 2024 to favour longer and heavier trucks in its position on the Weights & Dimensions Directive was a bitter pill to swallow for the rail freight sector as it puts at risk the modal shift and Green Deal objectives.
