📢 [UIC General Assembly] Dr Pedro Duarte Silva, on behalf of Secretary of State for Mobility of Portugal, Cristina Pinto Dias opened the 104th General Assembly held in Lisboa and highlighted the importance of the UIC's role in developing an efficient, safe and sustainable railway system, both at regional and global level. 💡 He stressed that railways are pivotal in shifting from individual to public transport. Moreover, railways are key in our journey towards decarbonizing the transport system, aligning with our shared #sustainability goals. While passenger services are crucial, the government sees tremendous growth potential on the #freight side. 📌 He noted that Portugal is making significant investments to unlock the full potential of its railway system by 2030, including the modernization of two international #corridors and the acquisition of new urban, interregional, and #highspeed trains. 👉 He expressed confidence that the Assembly's collective efforts would strengthen the railway sector and increase public transport usage. #governance

International traffic: how we got to where we are today 🌍 International rail traffic once thrived under complex administrative rules set by the 1890 Berne Convention, ensuring standardized practices among member states while maintaining national railway independence. 🛤 The convention facilitated cooperation, especially in ticketing and vehicle admission, with the COTIF framework managing 243,000 km of railway lines. Biannual European timetable conferences coordinated train operations, and international trains often comprised combined national sections. 🚄The system allowed social policies, but ticket pricing was fragmented at border points. Over time, inefficiencies and lack of dynamism led to the 1999 Vilnius Protocol, introducing freedom of contract and reducing public subsidies. 🔡 This shift, coupled with the EU's regulatory role, led to market-driven rail services like Eurostar and Thalys, with yield-based pricing. The European Rail Manifesto 2024-2029 'On Track For Europe' outlines a roadmap for efficient rail passenger and freight services and a high-capacity rail infrastructure. CER calls on EU policymakers to position railways as a core tool driving Europe's sustainability and prosperity. With #railways being the most sustainable and energy-efficient mode of transport as well as able to foster economic ecosystems along its value chain, ‘On Track for Europe’ proposes four pillars for good policy actions: 🤝 Guaranteeing fair competition between modes of transport; 🚄 Ensuring adequate financing of railways; ✅ Deploying rail key digital enablers; 🌍 Finding a new, greener approach to market and competition policies. The four policy pillars are accompanied by 42 concrete policy proposals to inspire reflection on the shape of future #transport orientations. Let's keep Europe moving! 🚆 Rail transportation connects people, regions and businesses all across Europe. Last week the German railway industry #Bahnindustrie explored new opportunities and partnerships in Portugal & Spain during a delegation trip from the Bundesministerium für Wirtschaft und Klimaschutz within the Markterschließungsprogramm (MEP) organized by the AHK Portugal and the Cámara de Comercio Alemana para España, supported by Verband der Bahnindustrie in Deutschland (VDB) e.V. (German Railway Industry Association). Aiming to become the first climate neutral continent by 2050, the EU largely bases its sustainable transport strategy on a shift of passengers and goods to rail: 100% highspeed rail transportation by 2030 ↗ 30% rail share in freight transportation by 2030 How do we get there? Simply make trains the most comforable and efficient choice! The high-speed connection Madrid-Barcelona proves: better offers and shorter travel time result in more passengers. Since the highspeed connection opened, the modal share of rail rose from 9% to 63 % in 10 years - saving more than 4 Mio t of CO2 in the process. And with its fully automated metro line Barcelona opens a new chapter of urban transportation as well, assuring an availability of 99 %. In Portugal the Metro line expansions in Lisbon, projects such as smart freight waggons and a new highspeed connection between Lisbon and Porto indicate a real TRAINsformation. 💡 The European rail sector faces similar challenges: Network expansion & modernization, digitization & electrification, shortage of skilled workers. An important agreement between the European Parliament and the Council on the regulation underpinning the trans-European transport network (TEN-T) in the context of the ongoing debate in Poland with regards to the future of Centralny Port Komunikacyjny. The co-legislators agreed to significantly step up efforts to build a sustainable and resilient TEN-T. This includes strong incentives to increase the use of more sustainable forms of transport, and to improve multimodality – the practice of combining transport modes for a single journey – within the European transport system, something that is a major component of the planned #CPK. Major airports, dealing with more than 12 million passengers annually, will have to be connected by long-distance rail. https://lnkd.in/dCKZu6hM

It's really interesting to read the detail of the recent commitment made to enhance the European TEN-T network. In particular, the commitments to set targets that: - Passenger railway lines on the TEN-T core and extended core network shall allow trains to travel at 160 km/h or faster by 2040. - The European Rail Traffic Management System (ERTMS) must be rolled out on the entire TEN-T network as the single European signalling system in Europe to make rail safer and more efficient. - All 430 major cities along the TEN-T network will have to develop Sustainable Urban Mobility Plans to promote zero and low emission mobility. Also the commitment to ensure that transport links with neighbouring third countries will be improved by integrating Ukraine, Moldova as well as the six Western Balkan partners into the newly established European Transport Corridors. All of this will require significant innovation and the development of new technologies and ideas in green mobility. As a site for world class rail and mobility research, testing and innovation, the Global Centre Of Rail Excellence can provide a strong platform for the research and development needed to help realise the ambitions of a stronger transport network.
