Fantastic article! This encapsulates so much about why we see gaps between policy education and policy (or public) administration, and the resulting mismatch between recent graduates' ideas about government and the reality of day-to-day public work. The observations hold entirely true for what I've seen in local government, too. The threshold for including courses could be, "Is there a public sector employee who could come and contribute meaningfully to this discussion with examples from their job?" I'd wager that more than a few class titles would be scrapped entirely after some interrogation. At the same time, if the answer is "Yes," then schools need to give students the opportunity to learn from those practicing professionals. In this way, creating and sustaining partnership between govt and the educational institutions (not just colleges and universities but including K-12) is part to solving this. There are smart, motivated, and motivational people in public organizations that should be tapped as trusted partners to articulate the forms and functions of applied practice. I had a few of those opportunities in my learning and they stand out as exceptions to what was normally presented in classrooms. I also believe government generally does a poor job of branding and marketing the value proposition for prospective employees (which really speaks to tenets of public communications, but that's another tangent entirely). We aren't as actively engaged in this as we could or should be. If the general public doesn't understand what we do, then how can we expect that students will want to work for us? In terms of attracting talent, as government, we often cater messaging to wonks and aspiring wonks rather than the general jobseeker. Law Enforcement and Military are exceptions, and spend considerably on active, influential recruiting, but they struggle too. With the growing velocity of social and targeted advertising, the slow machinery of government is left further behind in the talent market. However, there are pretty simple ideas behind addressing some of the challenges - communicate proactively with understandable messages; engage nontraditional audiences; and prioritize employee development at all levels. The YouthBuild program model prepares participants for quality jobs in a variety of careers, in diverse industry sectors, particularly in infrastructure sectors, and includes wrap-around services such as mentoring, trauma-informed care, personal counseling, transportation support, and employment preparation - all key strategies for addressing violence in communities. YouthBuild applicants must include construction skills training and may include occupational skills training in other in-demand industries. This expansion into additional in-demand industries is the Construction Plus component. Eligible applicants for these grants are public or private non-profit agencies or organizations, including consortia of such agencies or organizations. These organizations include rural, urban, or Native American/Tribal entities that have previously served opportunity youth in a YouthBuild or other similar program. DOL will fund approximately 75 projects across the country. Individual grants will range from $700,000 to $1.5 million and require a 25 percent match from applicants, using sources other than federal funding. This FOA features a matching waiver for Tribal entities and U.S. insular areas which allows these entities to not include a match commitment in their applications. The grant period of performance for this FOA is 40 months, including a four-month planning period and a twelve-month follow-up period. As technology advances, more and more of our daily activities are conducted online. This includes students completing homework assignments, job seekers submitting applications, and workers relying on digital access to perform their jobs. In October, the Fed convened researchers and practitioners representing academic institutions, non-profit organizations, and partners invested in closing the digital divide for two interactive days of sharing and discovery. “Through these experiences, we’ve learned that this work requires partners from all sectors working together, including internet service providers, nonprofits, educational institutions, local government, and more. Everyone has a role to play in closing the digital divide and expanding opportunities across the region" said Lorie Logan, President and CEO at the Federal Reserve Bank of Dallas. Another week, another proposal submission! This time to the NOAA Climate-Ready Workforce opportunity! No matter the outcome, this submission required more work and coordination than anything else I've done by a long shot. To give you an idea, we had 31 named personnel from across 6 universities and community colleges in Mississippi, letters of support from 13 individual institutions (tribal, state, federal, non-profit partners), and letters of commitment to hire our trainees from 10 different industry partners.
