The Washington State Department of Ecology is looking to fill a Cap-and-Invest Group Manager (WMS Band 3) position who will oversee Washington’s cap-and-invest program and other key components of the Climate Commitment Act (CCA). You’ll be charged with making high-profile and high-risk policy decisions as you lead the operation and further development of Washington’s market-based program to achieve the state’s greenhouse gas (GHG) limits. In this leadership role, you’ll coordinate and oversee the work of the Cap-and-Invest Group’s three different sections, as they work together to carry out a broad, market-based regulatory program. Additionally, you’ll represent the Department of Ecology in consultation with Tribes, and will communicate with the Governor’s office, members of the State Legislature, residents of disproportionately impacted communities, businesses, and stakeholders in all matters relating to the Climate Commitment Act. Minimum Qualifications: A total of nine years of experience and/or education as described below: - Experience: professional experience in natural resource planning, program development or management. This must include a minimum of three years of supervisory experience managing technical and policy staff. - Education: involving major study in environmental, physical, or natural science, engineering, planning, public administration, business administration, or related field. Primergy's #WomensHistoryMonth spotlight series: Meet Beth S., Primergy's Director of Environmental Permitting. Beth leads all permitting efforts for Primergy, where her team evaluates environmental impacts of potential projects, manages technical study evaluation, permitting and mitigation measure reviews to confirm compliance with permit conditions and to ensure project constructability. Beth brings a wealth of experience to that complex task. We asked Beth about what changes she has witnessed that have launched more women into leadership positions over the course of her career: "When I first started at the California Public Utility Commission Energy Division as an Analyst, I was the first woman that had been hired in quite some time. I recall that there were few women in the department and no women in top leadership positions. But change is rapidly occurring. For example, the President of the CPUC is now a woman, as is the Executive Director, and also the Deputy Executive Director for Energy and Climate Policy/Director of the Energy Division. Additionally, many of the branch managers in the Energy Division responsible for developing regulatory policy are women. Many of my interactions with federal resource agencies are with women in both staff and leadership roles. Recently, I have seen an influx of women in the private sector as well, likely due to more women earning degrees in science, technology, engineering, and math.
