ECONOMY WATCH: STAFFING Q1-2 Employers Set to Boost Hiring in First Half of 2024, Unveiling a New Peak in Confidence Express Employment Professionals News Release (01/10/24) Nearly two-thirds of hiring managers (63%) say their company plans to increase the number of employees in the first half of 2024, according to a survey of 1,007 U.S. hiring decision-makers by Express Employment Professionals. Companies that anticipate increasing their company head count in the first half of 2024 attribute these plans to the need to manage increased volumes of work (51%), fill newly created jobs (45%), and fill roles that are open due to employee turnover (43%). Twenty-nine percent plan to stay at about the same number or make no change to the number of employees in the first half of 2024, while 7% plan to reduce their headcount. For companies that plan to decrease or make no change to the number of employees, around a quarter say they are not hiring because they are waiting to see if the workload will level out before doing so (28%) and do not feel they need to hire more employees (24%). Adjustments to their recruiting or hiring strategy (21%), lack of approval from upper management (20%), and not enough money in the budget this year (19%) also are reasons some companies will not be hiring or increasing their employee count.

10 key takeaways from the ManpowerGroup Q2 Employment Outlook Survey: 1. Employers are adopting both defensive and offensive hiring strategies, including backfilling roles due to employee departures and actively creating new positions, resembling “chess-like” workforce planning tactics. 2. Despite a slight drop, employer hiring optimism remains positive, particularly in industries such as Information Technology, Health Care & Life Sciences, and Financials & Real Estate. 3. Regional variations exist in hiring intent, with regions like the North West and London showing strong appetite for hiring, driven by sector-specific demands. 4. Employers have the highest demand for entry-level roles in Q2, followed by individual contributors, low-level management, and middle-management roles. 5. While a significant portion of employers plan to increase headcount, some also plan to reduce headcount by more than 10 employees. 6. Various sectors face difficulty finding skilled talent, with industries such as Health Care & Life Sciences, Energy & Utilities, and Information Technology reporting particularly high demand for skilled workers. 7. While progress varies, over half of employers prioritise diversity and inclusion strategies, with flexible working policies being the most effective method for retaining and securing diverse talent. 8. A significant portion of employers are on track to reach their gender equity targets, with 69% reporting progress in this area. 9. Flexible working arrangements have helped companies retain talent and diversify their candidate pools, with 44% of companies citing its effectiveness in this regard. 10. Employers are advised to prioritise skills-based hiring, workplace culture, and employee value propositions to attract and retain top talent going forward.
