Employee benefits programs fall under the realm of HR, and recently I was asked about creating one for a company. I asked their leaders first: What do you think your employees would want? The employees are the target audience and beneficiaries of employee benefit programs. So our advice is usually... Ask your employees what they'd like to see in programs like these? I'm not saying that each suggestion should be implemented. But we've seen successes from programs where management listened to their staff and created programs that really benefited their employees.
