Two chapters into her book, I see how climate adaptation policies require a systematic assessment of vulnerabilities of those belonging to the marginalised sections.   'Vocal minorities' are small but loud sections of the public. Despite their size, they can be influential in changing the public’s opinion of climate change and relevant policies, and they're present both in pro and anti-climate policy spaces. 📢   If your NGO or cause is targeted by a vocal minority, you might be tempted to dive in and 'reply-all'.
