It's alarming to witness the postponement (or even the cancellation) of the Pre-sessions due to the liquidity crisis. This delay, including the review of Brazil, will impact future dialogues, particularly concerning children's rights, as outlined by the Convention. It's important to highlight that the UN liquidity crisis was announced by Secretary-General António Guterres in January 2024. Basically, the UN budget relies on contributions from governments. The contribution of each country depends on its weight in the world economy, the income of its population and other criteria. However, the contributions are mandatory; if a country spends more than two years without contributing, it loses the right to vote. According to Guterres, the main cause of the liquidity crisis is the incomplete payment of dues by Member States. "In 2023, only 82.3% of the annual quota was collected, the lowest in five years. Only 142 Member States paid in full – the lowest in the last five years". #UN #LiquidityCrisis #HumanRights #ChildrensRights #GlobalAffairs
Due to the UN liquidity crisis (a number of States have not paid their dues), the Committee on the Rights of the Child (#UNCRC) underwent a partial 'sessionectomy' to save money, one full week was cancelled. This directly impacts the lives of children around the world. MSPs will vote on the Scottish Budget in Holyrood this week & with too many families across Scotland making impossible choices between putting food on the table, bills or getting into debt, it has to deliver for children. While we’ve seen some good progress to date, thanks in particular to investment in the Scottish Child Payment, unfortunately the Budget as it stands, both stalls and hampers progress. Some of the choices made, such as the decision to freeze the Council Tax rather than invest more into the Scottish Child Payment and the 26% cut to the affordable housing budget, do not align with the Scottish Government’s stated priority of tackling poverty. At a time when 1 in 4 children are growing up in poverty, we need to speed up change, not put on the brakes!
