House To Reverse LNG Export Ban The House this week is slated to vote on legislation that would effectively undo the Biden administration’s pause on LNG-export approvals. The House Rules Committee is scheduled to meet tomorrow to outline terms of floor debate. Afterwards, a floor vote could take place as soon as Wednesday. The measure would strip the Energy Department of their role in approving export permits for liquefied natural gas and instead require the Federal Energy Regulatory Commission to deem the export of gas to be consistent with the public interest. The bill is in response to last month’s move by the Biden administration halting approval of new licenses to export LNG while it scrutinizes how the shipments affect climate change, the economy and national security — a moratorium likely to disrupt plans for billions of dollars in planned developments.

The European natural gas market has yet to see the effect of Bulgaria’s controversial tax on Russian gas imports and transit, which came into force last week. It is understood that the new rules are intended to put the tax burden on Gazprom and make imported Russian gas more expensive and therefore less commercially attractive compared to other gas sources. However, the tax also could increase gas prices for end-users and create an uncertainty over the reliability of gas supplies during the winter period. Biden administration pauses LNG export permits due to environmental concerns or fears about the impact of such export volumes of natural gas on reserve depletion and domestic prices over the medium term ? During the first 15 days of 2024, the US natural gas Nymex Henry Hub averaged ~USD 2.62/MMbtu, corresponding to a USD 15.20 per barrel price of crude oil. This level of natural gas price is only sustainable due to the production of wet shales, where producers profit from the liquids and dump the natural gas onto the gas transmission network. For how much longer ? During the same first 15 days of 2024, the European natural gas price at TTF averaged ~USD 34.32/MMbtu, corresponding to a USD 199 per barrel price of crude oil, or 13 times higher than in the USA. This is largely a consequence of the Russian invasion of Ukraine and the unilateral suspension of ~160 Bcm of cost-competitive long-term contractual gas supply. EU countries are busy covering the shortfall with spot purchases of pipeline gas and LNG in a relatively tight market. EU countries consider the merit of new long term gas supply contracts, or decide on alternative replacement energy supplies (renewables, nuclear and coal). Prices in the first 15 days of 2024 were ~35% lower than in the same period in 2023. The enormous gas price difference between USA and EU has transferred material wealth from US natural gas producers and LNG liquefaction plants owners to the FOB LNG buyers (portfolio players and traders) who are able capture the sizable price arbitrage. The exorbitant price level of natural gas in Europe is increasing the probability of natural gas demand destruction and the de-industrialisation of energy-intensive industries. In my opinion, the Biden administration, is under pressure by advisors and industrial groups interested in the re-industrialisation of America to pause LNG export permits to prioritise the safeguarding of the domestic economy and American jobs. Let us not forget, this is an election year, and the optics of this important action is relevant to the Democratic Party and American voters. #naturalgas #lng #gasprices #ttf #nymex #russiaukrainewar #energytransition #trading #energysecurity

There is no business case for CDN LNG, but there sure is for US LNG! While CDN keeps its energy in the ground the US has gone from the largest importer of oil & gas in the world in 1973, to the largest exporter of oil & gas in the world in 2023! And while CDN has carbon tax upon carbon tax to save the world from climate change?? The US has no carbon taxes! So how can CDN compete with the US???

First “specific license” to a US company to be made public, for Harry Sargeant’s Global Oil Terminals to buy heavy oil. This was the most pressing authorisation for the company, which was already taking asphalt cargoes under GL 44. Let’s see how many more companies are authorised, and if they get to operate as well. We can presume it will happen for those that closed deals up to April 17th, like Global Oil Management Group or LNG Energy Group.
