H.R.2670 - National Defense Authorization Act for Fiscal Year 2024 This bill authorizes FY2024 appropriations and sets forth policies for Department of Defense (DOD) programs and activities, military construction, the national security programs of the Department of Energy (DOE), and the Maritime Administration, as well as the Department of State and the Central Intelligence Agency (CIA). It also authorizes appropriations for the Defense Nuclear Safety Board and the Naval Petroleum Reserves, and sets policy for several other agencies, including the Department of Homeland Security (DHS). The bill authorizes appropriations, but it does not provide budget authority, which is provided by appropriations legislation. Every purchase made within the U.S. government is tied to an appropriation bill (sometimes known as a spending bill) that is approved by congress and sets aside money for a specific use. These appropriations are as follows: 1.) Research, Development, Test and Evaluation (RDT&E) Appropriations:  These are appropriations which pay for the research and development of equipment, materials, computer software and their testing and evaluation. 2.) Procurement Appropriations: This appropriation is used to fund the purchase of goods and non- construction related items. 3.) Operations and Maintenance (O&M) Appropriations: O&M appropriations pay for things like civilian salaries, travel, training and education, facility maintenance, and base operations support. 4.) Military Personnel (MILPERS) Appropriations: Used to fund the costs related to the salaries and other compensation for active and retired military personnel, as well as all reserve forces. 5.) Military Construction (MILCON) Appropriations:  This appropriation funds major construction projects such as bases, schools, storage and maintenance facilities, medical clinics, and military housing. Lots of networking conversations about the valuable role of SMEs supporting Australia’s sovereign defence industry took place at the Defence and & Space Industry 2024 Overview event hosted by Engineers Australia last week. With over 180 people present, the paper developed by Engineers Australia and delivered to Government on Growing Australia's Space Capability was well received by all. With fellows and members of Engineers Australia in our team, Systematiq attended to hear updates from the Defence Council Victoria, Australian Industry & Defence Network Victoria (AIDN VIC) and receive an introduction to the newly formed Victorian Defence and Space Network (VDSN). These events are a great opportunity for staff from defence SMEs to get together, share our participation in the defence program and highlight the value we bring by: • Raising the profile of new technologies and innovative companies in software development, specialist engineering and other in demand capabilities. • Addressing capability gaps within the defence industry. • Upskilling defence personnel with our expertise. • Responding to procurement and tender processes on behalf of tech-savvy and innovative Australian businesses eager to support Australia’s defence needs locally. The 2024 Sustainment Management System (SMS) Summit will be held July 31 through August 2 at the National Academy of Sciences Building in Washington, D.C. The summit is an event providing updates on SMS software development efforts, application usage and implementation across federal facilities, and on-going and upcoming research in SMS work. SMS is a web-based software application developed by the U.S. Army Engineer Research and Development Center’s Construction Engineering Research Laboratory to help all property asset management stakeholders – from civil engineers, technicians and managers to headquarters – decide when, where and how to best maintain existing infrastructure. Summit sessions will include updates and demonstrations detailing the development of Enterprise SMS software and engineering for various infrastructure domains, in addition to panel discussions and breakout presentations for federal facilities personnel and industry practitioners sharing best practices for SMS implementation and integration in facility asset management.
