The assessment made by peacekeeping scholar William J. Durch in 1993, which characterized MINURSO as an operation lacking the basic prerequisites for success, was indeed a pessimistic outlook. It highlighted the difficulties that peacekeeping missions face when the underlying conditions for a peaceful resolution are not met. The three decades that followed this evaluation have indeed been marked by a protracted and unresolved conflict in Western Sahara.
The recent end to the long period of frozen conflict in Western Sahara, as evidenced by the Guerguerat crisis and the resumption of hostilities between Morocco and the Polisario Front in November 2020, raises significant questions about the role and effectiveness of MINURSO. For nearly three decades, MINURSO's primary role was to preserve the ceasefire, but with the resumption of hostilities, this function has been severely undermined. As a result, some observers may argue that the mission has lost its primary reason for being.
However, it's important to note that the situation in conflict zones can be highly dynamic and complex. The effectiveness of peacekeeping missions like MINURSO often depends on various factors, including the willingness of the conflicting parties to engage in negotiations, the international community's support, and the changing political dynamics in the region.
In response to the recent developments and the potential questioning of MINURSO's role, it may be necessary for the United Nations and the international community to reevaluate the mission's objectives and determine whether there are alternative ways to contribute to a lasting and peaceful resolution in Western Sahara. This could involve diplomatic efforts, international mediation, and addressing the root causes of the conflict.
while the future of MINURSO remains uncertain, it is essential to consider the evolving dynamics in the Western Sahara conflict and explore alternative paths to achieving a sustainable and peaceful resolution in the region.
#MINURSO is an example of what can go wrong with a #peacekeeping_operation when the basic prerequisites for success are lacking’. Quoted in the introduction, this early pessimistic assessment from peacekeeping scholar #William_J_Durch (1993:169), made only two years after the United Nations Mission for the Referendum in Western Sahara (MINURSO) was deployed, sets the tone for this edited book.
The three decades which have elapsed since that evaluation largely correspond with a long period of frozen conflict in #Western_Sahara which has recently come to an end. In the aftermath of the #Guerguerat_crisis and the resumption of hostilities between #Morocco and the #Polisario_Front in November 2020, the volume concludes by suggesting that ’useless’ MINURSO ‘may be witnessing the beginning of an inglorious end because it has lost the only role it played from 1991 to 2020 … the preservation of the ceasefire’ (p.324).
What can we learn from such an apparently doomed case? is the baseline question which need proper address.
