What did we learn about #integrated approaches to #sustainable #urbandevelopment from our two studies of nearly 400 URBACT III Integrated Action Plans (IAPs)?

Firstly, URBACT and the #URBACTmethod continue to prove their value in helping cities to develop more integrated solutions to their urban development challenges, through #participatory approaches, #transnationalexchange and expert support.
But tackling the complexity of integration is an ongoing challenge for everyone and there are still opportunities to make each generation of IAPs stronger than the last.
What are my key messages for cities aiming to address the challenge of integration?
1. There is no such thing as a perfectly integrated plan or approach. All cities and experts can usefully think about where the most urgent integration challenges are and where they can make the most valuable progress.
2. Integration is complex. Attempting to manage this complexity by using simplified concepts or broad definitions – such as ‘horizontal’ and ‘vertical’ integration – does not actually help cities to navigate the complexity and make the most progress in addressing their challenges.
3. In order to manage the complexity of integration, I recommend breaking it down into 12 aspects, which should all then be considered in turn to decide if and how they need to be addressed and which are the most relevant/priority aspects.
4. Some forms of integration (e.g. balancing economic, social, and environmental aspects) must be addressed. But other forms (e.g. integration with neighbouring municipalities) may not be relevant or the most pressing area of focus.
5. Using the 12 aspects of integration can help those drafting integrated action plans to not only be more integrated, but to communicate that enhanced integration in ways that are easier to understand.
6. Cities and networks can develop ‘blind spots’ in their approach to integration. Self-assessment and both peer and expert review of draft plans can help identify important missing aspects along the way.
