Inspiring and right on time: municipalities are learning now how to cope and partner with social enterprise and citizen commons. They have to unlearn old concepts, old frames, old attitudes, even old risk-averse behaviour. A long way still to go, but these kind of studies will certainly help in that ongoing learning process:
