2023 is ending how it started: jammed packed with great conversations and collaborations around flood solutions, including my most recent stop to testify in front of the West Virginia Joint Legislative Committee on Flooding. These past couple of weeks, I've been traveling to both inland and coastal communities, talking with flood leaders on-the-ground, and deepening the impact of our work. The biggest highlight from West Virginia echoed a lot of the important work we've been doing this year at American Flood Coalition around federal funding opportunities. The good news: there is more federal funding available for flood resilience than ever before. The bad news: it often takes money to get money, and many states and local communities are having trouble navigating the marathon it takes to secure federal funding. That's something we've been prioritizing this year at AFC. With the launch of two flood resilience cohorts in the Carolinas and Iowa, we're helping communities navigate the complex system of funding opportunities for flood projects. We're also looking at how we can learn from these challenges to turn that marathon into a 5k, bringing the finish line closer to communities.

As extreme heat and other climate-related hazards become more frequent and severe, FEMA may need to adapt to meet new challenges. However, FEMA will be unable to effectively fulfill its mission if Congress doesn’t provide predictable appropriations. FEMA expects to run out of funding by August—as it did last year. This lack of sufficient funding is particularly concerning given predictions of a high-activity hurricane season this summer. If we want FEMA to play a larger role before and after disasters, our first priority must be to ensure it has the requisite funding, personnel, and authority. At the same time, a conversation about the fundamental reforms necessary for FEMA to cost-effectively and efficiently carry out its expanding mission is long overdue.
