I have found that Todd's remark about the value of increased transparency produced even when facing dependencies to be a cornerstone of Scrum. It is my believe that mocking is the unsung hero when encountering blockers that are the result of dependencies on another team. While the other team might not have time available to build the implementation, they should be able to invest a small amount of time agreeing to interfaces that can be mocked to keep the ball rolling.
