The committee found out that the government had used FWCMS for six years without a finalised contract, which is a violation of the rules set by the government itself. ****************************************************************************** Important thing is that will anyone be held responsible and given due punishment as may be evidenced by the many decades old cases reported by the Auditor General in Audit periodical reports issued and some investigated by PAC but rarely information about any action taken against those involved who may be elites or in power positions? Auditor General issues report and PAC investigates some reported/suspected cases involging abuse of public funds as it is provided for in the Constitution but action to be taken and recommendations enforced may not be mandatory. Changes in political leadership may also be contributory factors as priorities may change.   Above may be perceived to be a common culture worldwide in most countries as reported by surveys by international organizations [including ACFE and some Accounting firms etc] and people may have learnt to live with the reported cases involving public/trust funds which may be at risk of  MISMANAGEMENT-FRAUD-CORRUPTION-COLLUSION-CRONYISM-EMBEZZELMENT-BRIBERY-KICKBACKS by some in positions of power or elites or professionals who may consider themselves as safe from any investigations or penalties or non-deterrent penalties even if convicted due to cases not reaching closure due to multiple postponements for various reasons some of which may appear to onrdinary people as non-believable but accepted due to interpretations of some legal experts. Further corporate sectors worldwide may have accepted and incorporated such related costs in their prices. Bless all
