This is one of the NHS' main problems - by the time it comes around to actually implementing any guidance/operational planning, that guidance is now outdated or no longer relevant. If the RCN is claiming that the Agenda for Change no longer appropriately applies to the current nursing workforce, it's probably correct. Working and work culture across all industries have changed inordinately since 2020 - healthcare and its sub-fields even more disproportionately so. As of June 2023, data from the NHS Long Term Workforce Plan projects a potential shortfall of up to 360,000 staff across the NHS by 2036/37, including nursing positions. Getting a handle on the for-profits with horrible outcomes should be the first step. To be clear: there are some good for-profits! But the bad ones are really bad and students pay the price.
