NOAA Awards STC the ProTech Satellite Office of System Architecture and Engineering (SAE) User Engagement (UE) Support The User Engagement requirement entails providing services related to understanding and meeting the needs of users in the context of the National Oceanic and Atmospheric Administration (NOAA) Environmental Satellite Data and Information Service (NESDIS). This includes activities such as market research, assessments of a range of customer needs, from the sophisticated to the addressing the needs of underserved communities, customer and user experience research and analysis, as well as education and support for users and customers. The goal is to optimize the design and delivery of products, services, and observing systems to benefit diverse users. The User Engagement team works closely with other teams within NOAA to collect and analyze user requirements, manage observing system capabilities, and provide strategic planning and advocacy for observing systems.

While 𝐰𝐢𝐧𝐝 𝐩𝐫𝐨𝐩𝐮𝐥𝐬𝐢𝐨𝐧 is acknowledged as a net-zero technology in the 𝐄𝐔 𝐍𝐞𝐭-𝐙𝐞𝐫𝐨 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲 𝐀𝐜𝐭, its status as a green technology under the 𝐄𝐔 𝐆𝐫𝐞𝐞𝐧 𝐓𝐚𝐱𝐨𝐧𝐨𝐦𝐲 remains unclear. 𝐒𝐄𝐀 𝐄𝐮𝐫𝐨𝐩𝐞 argues that the current screening criteria, established in Delegated Regulation (EU) 2023/2485, do not fairly represent the green credentials of vessels equipped with wind propulsion systems. They have urged the Commission to amend these criteria to account for the unique technical characteristics of such vessels. Additionally, 𝐒𝐄𝐀 𝐄𝐮𝐫𝐨𝐩𝐞 highlights issues with EEDI calculations for sailing cargo vessels, noting the impracticality of applying EEDI thresholds to low tonnage vessels and the costly, flawed nature of assessing sail propulsion technology performance through 𝐜𝐨𝐦𝐩𝐮𝐭𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐟𝐥𝐮𝐢𝐝 𝐝𝐲𝐧𝐚𝐦𝐢𝐜𝐬 (𝐂𝐅𝐃).
