True justice does not, in fact cannot, involve locking up kids. It requires cultivating a society where kids are not in positions to be locked up to begin with. And that cultivation costs money. Naturally. But here's the thing: We. Have. The. Money. We apparently have $8 million to build a fence around a jail. Stop and think about that. Not only is that some sick 21st century medieval thinking, you might as well light $8 million on fire. At least all the homeless individuals in this city could benefit from the warmth. What we don't have is the political will to invest in the systems and services necessary to prevent entry into the criminal punishment system in the first place. This is fueled by politicians on both sides of the aisle running on dog whistles of "public safety" and "law and order" instead of tackling the root causes and drivers of poverty and structural violence that create contexts where delinquent behavior thrives. It is empowered by us as voters acquiescing to at best, and endorsing at worst, these policies. Crime and delinquency do not operate like airborne contagions that come to consume your communities, your homes, your kids. They operate like blood-borne contagions, spreading person-to-person akin to the transmission of HIV or hepatitis. Locking kids up is a quintessential example of the treatment being worse than the disease. As noted in this op-ed and research conducted by the UW CoLab for Community & Behavioral Health Policy, punitive juvenile detention Does. Not. Work. when it comes to reducing recidivism of delinquent behavior. If anything, it forecloses the very opportunities (jobs, education, prosocial ties to people and institutions) required to prevent such behavior in the first place. Budgets are moral documents. They reveal what we value as a society. Washington holds a Democratic Party 'trifecta' of state governance. It's time for the party to actually wield power to enact evidence-based policies instead of funding the status quo when it comes to incarcerating and punishing our children. The money exists. We don't need more detention fences. We need more investments in human flourishing. Washington youth deserve better. Their families deserve better. Our communities deserve better. So fund the damn work.
