Replica analysis helped to shed light on who would be impacted by the now-paused policy (spoiler alert: compared to those who take transit to work in the congestion zone, drivers have an average income 8% higher ($185K vs. $171K) and are much more likely to be white non-hispanic (51% vs. 36%)).
