Final Investment Decision on Green Hydrogen and HVO/SAF projects at Sines refinery: Galp has taken the final investment decision on two large scale projects to reduce the carbon footprint of the Sines refinery and of its products. The projects include a 270 ktpa advanced biofuels unit, in partnership with Mitsui, and 100 MW of electrolysers for the production of green hydrogen. Both units are expected to have its first start up during 2025. Paula Amorim, Chairwoman: “These projects are some of the largest of their kind, representing an overall investment of c.€650 m. This is a significant contribution to the launch of the new industries of the future in Portugal, placing Galp at the forefront of the development of low carbon solutions necessary for the energy transition. The decisions are based on the expectation that the fiscal and regulatory developments in Portugal will not hinder the success of such large-scale investments.” Advanced biofuels unit Galp and Mitsui are joining forces to produce and market advanced biofuels from Sines by creating a 75/25 joint venture (JV) and invest in a large scale 270 ktpa unit adjacent to the Sines refinery. The unit will use waste residues to produce renewable diesel (hydrotreated vegetable oil - HVO) and sustainable aviation fuel (SAF), allowing to avoid c.800 ktpa of greenhouse gas emissions (Scope 3, CO2e), when compared to its fossil fuels alternatives. This partnership brings together the vast industrial expertise of both companies, combining Galp’s market and operational synergies with Mitsui’s global presence, also supporting the procurement of the plant’s feedstock needs. The plant will use Axens’ technology and the consortium Technip Energies / Technoedif Engenharia has been selected as the main Engineering, Procurement and Construction Management (EPCM) provider. The total investments in the new plant are estimated at c.€400 m. CEPSA, Bio-Oils Energy S.A. begin construction 2G biofuels plant CEPSA and Bio-Oils Energy S.A. announced that they started construction of the largest second-generation biofuels plant in southern Europe with the potential to produce 500,000 tons of sustainable aviation fuel (SAF) and renewable diesel (HVO) annually. Portuguese energy company Galp Energia is progressing with the construction of a 270 ktpa biofuels unit adjacent to its existing Sines refinery. This unit will produce Hydrotreated Vegetable Oil (HVO) and Sustainable Aviation Fuel (SAF), marking a significant step in the company's commitment to low-carbon developments. In its second-quarter results announcement, Galp highlighted investments of €241 million ($262 million), primarily directed towards upstream projects like Bacalhau and the advanced biofuels unit at Sines. This project is a joint venture between Galp and Mitsui & Co., Ltd., with Galp making the final investment decision in September 2023. The Sines biofuels unit will utilize waste residues to produce renewable diesel and SAF, leveraging Axens’ technology. The consortium Technip Energies has been selected as the main Engineering, Procurement, and Construction Management (EPCM) provider. The total investment in the new plant is estimated at €400 million ($435 million). Filipe Silva, Galp’s vice chairman and CEO, emphasized the strategic importance of this project: “[The biofuels unit] is an add-on to our current Sines complex, to basically boost the profitability overall from Sines … [and] the project is still well above the hurdle rate that we have in mind for long-term investments that we do, which is roughly 12%.” This biofuels unit is expected to enhance the overall profitability of the Sines refinery, aligning with Galp’s long-term sustainability goals. 📣 Shell Netherlands Refinery has announced that it will temporarily halt the construction of its biofuels facility in Rotterdam due to weak market conditions. The decision is aimed at reassessing project delivery and ensuring competitiveness in the current economic landscape. This move will result in a reduction of contractors and a slowdown in activities, allowing for better cost control and optimized project sequencing. The biofuels facility, which was initially expected to begin production in 2025, will now have its start date pushed back towards the end of the decade.
