Overall this is a really thoughtful, balanced, and impactful change. I question their principles for fairness, equity, and inclusion though. To what extent will this drive research funding toward small businesses and labs? In my experience, small groups are more efficient and resourceful researchers, but their ideas do not get fair attention. The funder has to tradeoff innovation risk with historical success, and humans in general are very risk averse. Innovation and innovators are almost guaranteed to lose out.
This policy will "cease support for individual article publishing fees, known as APCs, and mandate the use of preprints while advocating for their review" -Gates Foundation. Recommendations for research funders include: -Invest this funding into models that benefit the whole ecosystem and not individual funded researchers. -Support innovative initiatives that facilitate peer review and curation separately from traditional publication. https://lnkd.in/gBYfrPNJ

CENTRAL AND EASTERN EUROPE BITES BACK AT PREDATORY PUBLISHERS "After a more than modest career, some researchers started to publish a very high number of articles, in some cases more than 100 research articles per year, which means one article every three days," said Romania’s top research association, Ad Astra, in March, as it signalled that a troubling culture of publication fraud is taking root. In Poland, the fightback against predatory publishing has been based on changes to the research evaluation system. Emanuel Kulczycki, head of the Scholarly Communication Research group at Adam Mickiewicz University, said there has been a shift from quantity-focused metrics to a more qualitative approach, encouraging researchers to publish fewer but higher-quality papers. The Czech Republic presents another interesting case, where the notorious "Kafemlejnek" or "coffee grinder" system of counting research outputs when allocating funding, has been replaced by a more nuanced evaluation method, Methodology 2017 . This prioritises expert reviews over quantity of published papers, to encourage genuine research quality and impact. There are efforts to combat predatory publishing across Europe. The European Commission’s initiative to reform research assessment emphasises qualitative judgments and responsible use of quantitative indicators. The #OpenAccess landscape is ever more complicated. Read on. This excellent article leads me to give a shout out to NIHR (National Institute for Health and Care Research). With medical knowledge expanding exponentially, it's good to see the NIHR Open Access Publication Policy. "NIHR was the world's first health research funder to publish comprehensive accounts of its funded research within its own publicly and permanently available journals." For NHS staff in England, all these outputs are discoverable alongside a vast range of other journal articles, e books and reports via www.library.nhs.uk A shout out to two other groups: - Practitioner Researchers: Doing research as a practitioner aint easy yet the generation of research by practitioners with research skills adds enormous value. With a lens close to the point of need, perhaps they focus on research that can yield actionable knowledge? Propelled by curiosity, wanting to deepen their knowledge, open to changing their practice. - Peer Reviewers: for whom we might spare a thought at weekends, when these volunteers give their time as expert practitioners to give feedback to authors in the cause of improving the quality of papers, and assuring the quality of the evidence base in their field.

Are there genuine alternatives to article publication charges as a means of making research outputs open access? This Nature article provides a good overview of the current landscape, noting the growing enthusiasm for diamond open access models, in which anyone can publish or read articles without fees. But as I point out in the article: “To date diamond open access has relied on a decentralized model comprised of multiple small journals which are embedded in the scholarly community. This is both a strength and a weakness... Winners Announced for the ALPSP Awards 2023 Winners of the ALPSP Awards 2023 have been announced on 14 September at the ALPSP Annual Conference dinner held at the Hilton Manchester Deansgate, UK. The ALPSP Award for Contribution to Scholarly Publishing was presented to Pippa Smart. IOP Publishing (IOPP) was confirmed as the winner of the new ALPSP Impact Award 2023 with its entry as the first society publisher to combine double anonymous and transparent peer review. This was closely followed by Original Études for the Developing Conductor which was awarded highly commended for its peer-reviewed, freely-available, Creative Commons licensed collection. For the ALPSP Award for Innovation in Publishing, two joint winners were named: BMJ Impact Analytics, for the first research impact tool focused on health and social care, and Medwave/Kriyadocs for their technology-based workflow for bilingualism from submission to publication. ALPSP Award for Contribution to Scholarly Publishing This award recognizes an individual or organization who has made a major contribution to scholarly publishing. Jamie Humphrey, Chair of ALPSP and Head of Journals, Royal Society of Chemistry presented this year’s award on behalf of the Board of Directors.
