Yes! Main Street America and Ilana Preuss are on the money (literally & figuratively) with this - "Small-scale manufacturing – from hardware to handbags to hot sauce – creates products that are sold online as well as in person. This means that storefront settings of small-scale manufacturers have more than one source of revenue, so they are not solely dependent on foot traffic. That provides an enormous advantage in settings where foot traffic has declined. These businesses sell retail, wholesale or as part of supply chains. They sell locally, nationally and beyond – bringing dollars into the community." Adding from elsewhere - on a recent webinar Kennedy Smith noted that research of old fire insurance maps (from the era of vibrant downtowns) showed around 20% of a downtown was retail. 80% was anything but retail - maker spaces, residential and more.

This is a really innovative option, but the article minimizes some of the truly significant barriers - namely, lease rates for traditional retail / restaurant spaces. Most small scale manufacturers seek out the least expensive possible spaces with as much square footage as they can afford, because the bulk of sales are online or through local distribution channels, not to walk-in foot traffic. Something that was not emphasized in the article, but that storefront property owners should strongly consider, is temporary “pop-up” uses such as these. It’s a win-win: property owners aren’t tied to a lower lease rate in the long term, and can continue to market the property to higher paying tenants, while still collecting some rent and activating the space. Many “traditional” storefront users like retail and restaurants need months of permitting for build outs and liquor licenses before they can even start work on a space. Allowing small scale manufacturing uses while a space is being marketed and after a new tenant has signed but prior to work beginning can be a great solution that generates some revenue during that period, with the added bonus that many small scale manufacturers don’t require extensive build-outs, as often times, the equipment needed can be adapted to whatever infrastructure is already in place. I hope more property owners in areas with high vacancy rates will consider options like these!
