The highlight for me last week at the annual #Warsaw Security Forum was the session with Dritan Abazović, Prime Minister of #Montenegro, Stephane Dion, #Canadian Prime Minister's Special envoy to the #EU and #Europe, and Stephen Doughty, #UK member of parliament: How the collective West can build partnerships in foreign policy. The #PrimeMinister spoke about the tangible impact of #Russian sanctions on their #GDP and the reality of challenges surrounding asset seizure and forfeiture, which is known well by financial #intelligenceprofessionals but seems to be lost in the broader discussion for distributing frozen assets to Ukraine. I was fortunate to be granted the only question from the audience and the opportunity to ask a critical question: Are economic sanctions potentially too impactful for smaller economies, and what alternative approaches should we consider? Their responses towards #sanctions, #espionage, and #nationalsecurity are fascinating. I agree with the Prime Minister that we need something more effective than sanctions as a #foreignpolicy lever, and #Ukraine deserves honest communication from global leaders about the legitimate challenges for distributing frozen funds. https://lnkd.in/eFMCh3ds #antimoneylaundering #financeandeconomy

Necessary future CONEMPs will be challenging to realize because the services and communities within each service have insular norms and doctrines that are difficult to change when new technology comes along.

ECJ Today: EU Court validates and invalidates regulation requiring fingerprints in ID cards   In a landmark decision today, the Court of Justice of the European Union ruled that the fingerprint requirement for ID cards is compatible with fundamental rights to privacy and data protection. In Case C-61/22, a former German mayor had challenged the requirement in a German Court which escalated the question to the CJEU.   BUT: at the same time the Court invalidated the regulation because it had been enacted on an incorrect legal basis. By end of 2026, the EU must replace the regulation on the correct legal basis.
