[THE NATIONAL SEMICONDUCTOR STRATEGY (NSS) BLIND-SPOTS] by Tze Howe Ooi, HEYA Inc. Chief Executive 💡Op-ed by HEYA Inc. 1⃣Looking at the reality of the global semiconductor value chain, the NSS high level strategy has plunged with significant blind spots. 2⃣Malaysia’s higher education institutions produce a significant number of engineering graduates, but we do not have the right fit of companies that could provide career opportunities in semiconductor design and fabrication for those talents. 3⃣To tilt the current balance in global semiconductors’ value chain and then enable Malaysia entrance as a competent player in design and foundry, money is definitely not everything. It is the market that matters. 4⃣Alternative way out for Malaysia - in priority, the National Semiconductor Strategy should practically enhance our test and assembly (T&A) capability to fortify our position in the global semiconductor value chain through state investment - build up the technology great wall, and have the best competitive strength to dominate the market. 5⃣The NSS should create a conglomerate development institute consisting of the current Malaysia semiconductor designers and fabrication companies such as Intel and Infineon, in order to train Malaysian engineers the necessary design/fabrication know-how. #HEYA #HEYAInc #NationalSemiconductorStrategy

The National Innovation Center (NIC) is leading this initiative, aiming to meet the industry's requirements for skilled labor and potentially exporting labor to other markets. Vietnam already hosts several international semiconductor companies, including Intel and Amkor, and has cooperation programs with global giants like Siemens, Synopsys, and Cadence for workforce training. These collaborations involve providing advanced chip design software, establishing incubation centers, and offering specialized training courses to engineers and university lecturers. 7% of the world's semiconductor production originates from Malaysia and with a USD 5.3 billion National Semiconductor Strategy (NSS), the ambition is to catapult Malaysia up the value chain and become a global powerhouse in the semiconductor industry over the next decade. The masterplan underscores the importance of reinforcing its OSAT capability, where Malaysia ranks the world’s fourth largest player after Taiwan, Korea and China, with behemoths such as Intel, Western Digital, Infineon, Renesas, ASE and the likes have long set their foot in. Beyond that, a key milestone lies in nurturing its homegrown semiconductor champions within advanced chip design, fabrication and testing, that are well integrated into the global supply chain. These worldclass companies will eventually be the magnet that attracts major buyers such as Apple and Huawei to Malaysia. In the early phase of the NSS, a target has been set to attract more than USD 100 billion investment focusing on IC design, packaging, and wafer fabrication. Leveraging the global trade tensions, Malaysia is in a favourable position to secure these investments and is setting its sights on building an integrated semiconductor ecosystem, equipped with local R&D expertise and skilled workforce to serve as landing pads for these incoming investments.  These initiatives reveal gaps to be filled and open up pockets of opportunities for Swedish companies offering solutions to this space. Very good article by Juin Yee Seoow of Lianhe Zaobao 联合早报 in Singapore on the development and future prospects of the Malaysian semiconductor industry, with a particular focus on Penang. There are a handful of centres of semiconductor manufacturing, assembly, testing and packaging in Southeast Asia, of which Penang is a huge provider of test and packaging capacity for businesses such as Intel Corporation, Infineon Technologies and Bosch. With announcements to come from the governments of Singapore and Malaysia on the Johor Singapore Special Economic Zone (JS-SEZ) in the coming weeks, we should expect to see policies directed at attracting more such investment. https://lnkd.in/guexA299
