Today 22nd May 2024 is the inaugural International Building Safety Day (IBSD) – a single day to spotlight the importance of building safety and the people who work in the building safety industry around the world. As you may know, ICC has been supporting the celebration of Building Safety Month every May for over 40 years. There is wide recognition of this month-long celebration across the United States, and some international jurisdictions have picked up on it in recent years. However, a month-long celebration is a bit daunting for most stakeholders outside of the U.S. to consider, so this year there is a single day – May 22 – to invite stakeholders around the world to join together in recognition of the importance of building safety. Green Hat Consulting had the privilege of attending a site inspection at the Beacon Hill, Swansea Project on behalf of Morganstone Ltd this morning. The visit encompassed not only a thorough site inspection but also an extensive discussion on Risk Assessment and Method Statements (RAMS) as well as the Health and Safety at Work Act 1974. The timing of this discussion is particularly noteworthy as this year marks the 50th anniversary of the Health and Safety at Work Act 1974. This important milestone prompts us to reflect on the evolution of workplace safety regulations and their profound impact on the construction industry. During the discussion, we delved into the foundational legislation, the Health and Safety at Work Act 1974, which lays the groundwork for ensuring the welfare of workers. This legislation places a legal obligation on employers to implement practical measures that promote the health, safety, and general well-being of their workforce. The conversation highlighted how these legal provisions have played a pivotal role in shaping safer work environments over the past five decades. Overall, it was a productive and enlightening visit, emphasising the importance of prioritising health and safety within the construction industry and celebrating the progress made over the past 50 years. BESA Group welcomes the Strategic Plan released by the Building Safety Regulator, outlining the approach to building safety functions in England for the initial three years of operation, starting from April 2023 to March 2026. The Strategic Plan has set out a clear mission, protecting people and places. The aim is to create a built environment where everyone is competent and takes responsibility to ensure buildings are of high quality and safe, so residents and other building users are confident that the tragedies of the past will never be repeated. With Improved competence and consistency of practices, we would expect to see those working in the built environment engaging and investing in activities to raise and enhance competence, creating a culture where obtaining the necessary competence will be seen as a core requirement across all levels of the workforce, which will bring about an improvement in all related aspects of building work. A young life lost and a family devastated because of failures to ensure the safety and this young electrician. More and more times we see that a massive part of the problem is failure to carry out a suitable and sufficient risk assessment of reasonably foreseeable risks. Risk assessments are not just pieces of paper in a file. They are living procedures that: 1. Identify the hazards (something with the potential to cause harm), 2. Estimate the risk; determine who could be harmed and how, estimate how likely it is that harm could occur and what the potential consequence could be. 3. Evaluate the risk; It is then decided by someone with the competence to fully understand what they are doing with the input of the person/s carrying out the work, what controls are already in place, if they are adequate and what needs to be put in place to eliminate or reduce the risk so far as is reasonably practicable. 4. This should be clearly written down (the law says it must be written down if there are five or more employees, but personally I think it should always be written) 5. Review; as previously stated this is a living safety procedure and is always under review. In the case of this young sparks task, the weather was dangerous, it was a wooded area and there was an urgency to get the job done quickly. Those factors should have been addressed in the risk assessment as reasonably foreseeable risks. The control measure chosen may have been elimination. We can’t carry out this work until it’s less dangerous. The laws are in place to keep us all safe. It’s time to brush up on how risk assessments are carried out and to understand this process should involve the people it’s likely to effect. Are your risk assessments suitable and sufficient right up to the completion of the job? If not, then lives are at risk.

📣 We are pleased to announce that Daniel Beaton with the Ministry of Jobs, Economy and Trade at the Government of Alberta will be presenting at the #2023SafetyAcademy on the Changes to the Occupational Health and Safety Code, in Force as of March 31, 2023. About the Presentation: The Occupational Health and Safety (OHS) Code was enacted in 2003 consolidating 11 regulations. The OHS Code is a large regulation with a mixture of prescriptive and performance-based requirements, accounting for the majority of OHS regulatory requirements. The last substantive revisions to the OHS Code occurred in 2009. In 2019, a comprehensive reform plan for OHS was approved to enable innovation and competitiveness, as well as reduce administrative burden while improving health and safety. In December 2021, changes to the OHS Act were implemented. This included some updates to the OHS Code. The first phase of substantive changes to the OHS Code were announced in December 2022 and came into effect on March 31, 2023. An overview of the five categories of changes across eight topics within the OHS Code is presented. ---------- The #2023SafetyAcademy is taking place November 29-30, 2023 in Edmonton, Alberta.
